ROLE PURPOSE
Plan has been awarded a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. in Liberia. Plan has been selected to as PR to implement NFM TB / HIV grant.
The Grants Accountant is responsible for Grants financial operations support function. H/She will ensure conformity with Grants reporting requirements and the stringent compliance standards established by the Donor in agreement with Plan for the implementation of NFM HIV/TB grant.

Accountabilities
Business Planning processes
- Participate in Grant Budget preparation for GF grants
- Review all Grant PO hard and soft copy.
- Prepare Grant Budget reprogramming.
- Review all procurement procedures
Treasury management
- Send check release to the Bank and follow with other bank related issues
- Be custodian of the safe box and ensure all Checks are kept in the safe.
- Maintain a check log book in SAP and a hard copy and ensure all checks booklets signed off before use.
- Review all Bank reconciliation and ensure all outstanding issues are addressed in the following month.
Accounting process
- Review all payment request to ensure all necessary support documents are attached to the Payment in compliance to grant requirements/processes.
- Reviews payment vouchers and checks to ensure the correct WBS is entered in SAP.
- Ensure compliance with local regulatory and tax legislation at all levels.
- Timely Review staff Advance liquidation and ensure are supporting Documents are attached and refunds are deposited to the Bank.
Financial reporting and compliance
- Review Monthly bank reconciliation and follow up with the Bank/Suppliers/Plan to clear all over due items in the bank reconciliation.
- Review Monthly Financial reports NFM and Match Fund.
- Review Quarterly cash forecast.
- Review cash reconciliations.
- Prepare Partner advance reports by the end of every month.
Financial risks management, internal financial controls and auditing of Global Fund project:
- Follow up finance-related audit actions and report on progress on monthly basis.
- Undertake investigations of any suspected fraud case upon instruction.
- Advise on issues highlighted by LFA on the financials and recommend appropriate actions to address them.
Human resource process
- Supervise the work of the Finance officer & Account Officer.
- Ensure the Finance Officer IAP is updated in HRIS or completed in an excel report.
- Ensure Finance Assistant interim and Annual Appraisal is done following the HR timetable.
- Ensure to submit a monthly Time sheet to HR department (via HRIS or Hard copy)
- Ensure to complete your interim and Annual Appraisal within the HR Timetable.
- Ensure that Plan’s Child Protection Policy and related procedures are adhered to in all aspects of work.
Others:
- Keep the Project Finance Manager informed of any initiative or difficulties relating to the job’s responsibilities.
- Any other duties that may be assigned from time to time
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

- At least 3 years’ experience in working as an Accountant.

Qualification and Experience
- Bachelor’s degree in accounting or equivalent is required.
- In depth knowledge of financial systems, financial management and reporting
- Minimum 3 years’ relevant experience in a similar position in a comparable organization.
- Good knowledge of Global Fund financial reporting requirements, policies and procedures will an added advantage.
- Good knowledge of local accounting practices, standards, procedures and regulations
