Pact seeks an experienced Grants, Contracts & Compliance Manager for an anticipated project in Zimbabwe from the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO). The Zimbabwe Accountability and Citizen Engagement Project (ZIMACE) will promote active citizen engagement and accountability in key economic, social and political issues in Zimbabwe. The project is expected to help establish norms of participation, accountability, and respect for human rights- and contribute to effective civic action to claim and defend constitutional rights. Reporting to the Team Leader, the Grants, Contracts & Compliance Manager will provide high-level grants management and administration to achieve project goals, working with partner organizations at all levels. The position will ensure overall leadership and oversight to management of sub-awards, from inception to close out, and supervise all project grants functions. This will include preparation of the grants and operations manual; provide support and feedback to potential grantees to improve proposal quality, particularly in terms of their cost proposals and financial management arrangements; support pre-award assessments and oversee grant agreements and disbursements. The position will also lead in the provision of grants management training to project staff and sub-awards to ensure proper execution of grant activities and proper accounting of grant funds. This position requires close collaboration with Pact DC to ensure compliance with Pact and FCDO guidelines. This position is contingent upon project award and funding.

Key Responsibilities

  • Produce a Grants Manual that aligns with the needs of the project
  • Serve on technical evaluation committees for sub-award solicitations.
  • Review, analyze and provide advice on contract rules and regulations to sub-awardees
  • Ensure the efficient and effective administration of sub-awards to grantees.
  • Provide oversight of the entire life of an award from pre-award to close out, focusing on regulatory compliance, assessment, and mitigation of business risk.
  • Ensure regular contact with Agreements Management and Finance on any issues surrounding in-country grants management processes and procedures;
  • Prepare contracts and grant agreements, modifications, and extensions for the donor
  • Prepare all consultant contracts – local and international
  • Provide technical advice to Pact program, finance, and grants teams in interpreting donor rules and regulations.
  • Implement and monitor systems and procedures related to internal risk management and sub-grant compliance to contracts
  • Mentor and supervise staff engaged in the activities noted here.
  • Provide technical assistance to Pact grantees on administrative policies and procedures for grants management
  • Conduct investigations to resolve contractual issues/problems/disputes arising from grants and making recommendations for resolution.
  • Maintain current knowledge of FCDO rules and regulations
  • Adhere to all of Pact’s Code of Conduct policies including our Zero Tolerance Policy on Harassment, Sexual Exploitation, and Abuse in the workplace.

Basic Requirements

  • Degree in accounting, finance, business, or related field.
  • Minimum of seven (7) years of experience managing subgrant portfolios for international development organizations
  • Working knowledge of FCDO regulations and requirements applicable to development assistance and acquisition
  • Demonstrated experience developing and implementing procedures and compliance measures for grants.
  • Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or support of an award
  • Experience developing and delivering training on grants management and financial stewardship.
  • Ability to develop and maintain strong relationships with local partners.
  • Demonstrated effective interpersonal and creative problem-solving skills.

Preferred Qualifications

  • Demonstrated knowledge of and experience in subgrants management
  • Zimbabwe nationals are strongly encouraged to apply.
