Program Summary:

This activity seeks to impact “significantly measurable” learning outcomes that enable beneficiaries to continue their educational pursuits. That may mean transition into the appropriate grade level of upper-primary/lower-secondary school, or pursuit of technical/vocational skills training.

Position Summary:

Creative Associates seeks a Grants Manager for an upcoming education project in South Sudan. The Grants Manager will be responsible for providing grants support to the project, while ensuring compliance with USAID and Creative regulations and organizational effectiveness and efficiency.

Reporting & Supervision:

The Grants Manager will report to the Director of Operations and Finance.

Primary Responsibilities:

  • Oversee the entire grant administrative process and ensure the process is compliant with approved Grant Manual (GM) and client’s requirements;
  • Lead the grants planning process that includes, but not limited to initiate the solicitation planning and drafting process along with the relevant technical team members, finalize and issuance of the solicitation;
  • Initial screening of submitted applications in response to the solicitation to ensure applications meet the basic criteria set in the solicitation prior applications go to the detailed review by Selection Committee (SC) members;
  • Ensure the submitted applications and budgets are in compliance with Grant Manual (GM) and client’s requirements;
  • Kick off the SC meeting and facilitate the process and ensure all SC scoring sheets/results are uploaded in SMART;
  • Facilitate the negotiation process with grantees at the pre-award processes;
  • Complete the grant packages to the selected applications for funding opportunity;
  • Oversee the grant implementation process that includes desk review of grantees submitted documents (grantees financial/milestone reports, site visits reports, conducting physical field visit to project/grant implementation site with or without monitoring team as applicable) and coordinate communication between technical/finance team and grantees (as applicable);
  • Maintain all required documents in SMART for auditing purpose;
  • Obtain SMART training and deliver it to relevant field staff and grantees;
  • Perform as SMART administrator at the field office and provide assistance to field office staff on SMART;
  • Coordinate with HQ on the technical issues of SMART that needs to be taken care at HQ and those technical issues are beyond Grant Manager authority (user role in system); and
  • Perform any other tasks assigned by supervisor.

    Required Skills & Qualifications:

  • Bachelor’s degree in management, financial analysis or accounting desirable; Master’s degree preferred;
  • At least five (5) years’ experience with sub-grants management, preferably in East Africa; minimum of three (3) years working in international development (USAID experience preferred);
  • Solid understanding of USAID regulations and procedures pertaining to grants management, and ability to interpret and explain USAID regulations;
  • Strong understanding of 2 CFR 200, ADS 302 and 303;
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects;
  • Ability to analyze cost proposals and prepare reports and recommendations on whether or not applicants should be funded;
  • Ability to analyze budget line items for compliance with budget guidelines;
  • Proven records maintenance and database management skills;
  • Understanding of cost-share and/or leveraging preferred; and
  • Speaking, writing and reading fluency in English.
    Candidates must be authorized to work full time in South Sudan.
