CEFA – European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian NGO who has worked in Somalia since 1993 transiting through, Humanitarian response interventions, livelihood support, Food Security, Infrastructure Development, Agriculture and Rural Development, during the last 30 years. In Somalia CEFA has mainly worked in Puntland and in Middle & Lower Shabelle.

Brief about the project:

This project will contribute towards the promotion of peace and stability in Somalia by strengthening and diversifying rural livelihoods and improving food security of rural households, women and youth, with a specific focus on those affected by displacement and insecurity. The improved food security status and the increased capacity of farmers, women and youth to generate income from agricultural activities will play a crucial role in reducing the vulnerability to conflict of target communities and the root causes of tensions among different clans and between IDPs and hosting communities.

Position Summary:

The expert will be responsible for identifying and creating the Group Saving & Loans and for training the groups on the following subjects: group dynamics, groups Saving & Loans, leadership, constitution writing, record keeping, financial management, marketing and negotiation skills. The purpose of this capacity building is to improve the organizational and institutional capacity of the groups and to empower their members sensitizing them on investment and income generating activities.

Responsibilities and duties:

  • Conduct a ToT to project staff on GS&L methodology: Groups Dynamics, Groups Saving & Loans, bookkeeping, leadership and management, the activities and the rules of the Savings and Loans methods;
  • Support the project staff in defining the strategy for the creation of GS&L;
  • Organize and coordinate meetings with project staff, community leaders and beneficiaries representatives to promote and sensitize them on GS&L methodology;
  • Coordinate the creation of the groups ensuring a high level of cohesion with the support of community leaders;
  • Conduct 10 days of periodic monitoring until the end of the project to evaluate the development of the groups and give them technical assistance according to needs;
  • Submit a first report after the creation of the GS&L and community meetings and a second report after the monitoring activities conducted at the end of the project to evaluate the success/challenges of the GS&L;
  • Any other activity that might be required.

Required experience:

  • Degree in Development or related fields;
  • Past working experience (at least 3-4 years) in Savings and Loans programs and in humanitarian/development sector;
  • Knowledge of Somali context, preferably of Jowhar District;
  • Somali mother tongue, fluent in English;
  • Excellent communication skills in order to promote the program, being clear during the training and the explanations;
  • Knowledge of Microsoft Office.
