Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent organization, which was founded on the occasion of the war in Afghanistan in 1981 and is now active worldwide. With an annual project volume of 25-30 million Euro, Help provides rapid assistance in the event of disasters and sustainable reconstruction for and with people in need, especially in Africa, Asia and Europe. As a globally operating humanitarian aid organization, Help receives funding and the highest recognition from national and international donors and is committed to the national and international standards of humanitarian aid as well as the transparent use of funds and impact monitoring.
Scope of position: Full-time (40h/week)
Place of work: Gao, Mali
Contract duration: Initially limited to 12 months extendable

Head of Base, Gao
at the earliest possible date.**

Then support us in the following areas:
- Coordination and monitoring
- Leadership and team cohesion development
- Monitor coordination and communications between the various departments
- Preparation of technical support and participation in regional cluster meetings
- External representations with humanitarian actors, local authorities and civil society
- Participation to the annual review dedicated to the presentation of activities carried out and planned, lessons learned and recommendations, as well as the challenges ahead
- Coordination and program management **
- Monitor and analyze the humanitarian, political, cultural, social and economic context
- Within the intervention zone, propose new operational directions and develop an operational strategy in line with organizational policies and the population’s needs
- Ensure the coordination, development, monitoring and evaluation of programmes implemented within his/her intervention zone
- Ensure projects and programmes are implemented on time and according to the donor requirements
- Ensure that quality internal and donor reports are submitted within deadlines
- Security management in the base
- Be responsible for team and assets security of the base
- Monitor and analyse the security situation and ensure it is understood by the teams
- Give the geopolitical and security situation briefing to all of the new arrivals in the base
- Ensure that all security-related documents and procedures are updated regularly
- Ensure compliance with all security rules and procedures in the base
- Set up a permanent security monitoring system
- Ensure the immediate management of any security incident that may occur in the base and immediately inform the Country Director
- Participate to security meeting and give feedback to teams and coordination
- Reporting / communication
- Ensure that key information circulates correctly in the base
- Collect and compile operating information and team reports and send to coordination according to the defined schedule
- Manage and consolidate internal and external communication in the base
- Administration:
- Administrative management of personnel:
- Assist in welcoming and integrating new personnel, ensure they receive administrative briefing
- Supervise the administrative management of personnel hiring at the Base level
- Ensure that performance reviews are carried out according to defined procedure, and monitor the professional development of personnel
- Assist in ordering and determining disciplinary measures
- Conduct regular meetings and communication with personnel
- Administrative management of the Base
- Verify and validate all contracts drafted at the base
- Assist in selecting Help-Hilfe zur Selbsthilfe premises
- Ensure administrative monitoring of insurance locations, claims and contracts
- Logistics:
- Supply Management
- Help to carry out a purchasing environment analysis at the local level
- Supervise the update of price lists and supplier files
- Manage Help-Hilfe zur Selbsthilfe purchasing procedures and those from donors funding the programs
- Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
- Receive, approve and process requests for quotes and internal order forms
- Ensure that budgetary lines related to logistics are monitored and observed
- Supervise the preparation of purchasing documents and draft the contracts
- Participate in drafting call for tenders
- Supervise purchasing, ensuring that approval rules and procedures are observed
- Assist to select suppliers and negotiate prices, deadlines and delivery methods
- Ensure that purchasing documents are complete and archived in keeping with Help-Hilfe zur Selbsthilfe procedures
- Ensure that dealings with suppliers are monitored
- Vehicle Fleet Management
- Assist to negotiate vehicle rental contracts
- Supervise the planning and execution of maintenance and repairs of the Base vehicles
- Monitor vehicles movements schedules
- Permanently ensure that all drivers have received general training and carry out regular testing
- Ensure that drivers are aware of their obligation to adhere to Help-Hilfe zur Selbsthilfe safety rules and procedures
- Make sur that vehicle log books are in place and are used correctly
- Network and Representation
- Cooperation with relevant international and national NGOs working in Gao region
- Participate to networks, initiatives and other meetings regarding humanitarian response
Required profile/experience:
- Qualification:
- Master ‘s degree in business administration, Project management or any equivalent Masters level or higher degree.
Experience:
- Substantial experience in a similar or senior management position in INGO environment, ideally in emergency or post emergency contexts
- Experience in multi-cultural team management both national and international staff
- Experience in budget management and donor compliance
- Experience in Mali or Sahel region is a plus
Technical skills and competences:
- Capacity to deal with many different issues, to self- update and learn very quickly from a highly and constantly evolving environment
- Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
- Good representation skills
- A good understanding of security management
- Knowledge of WASH, health and nutrition activities are appreciated
- Knowledge of HR, budget and logistics management
