Head of Base, Gao

  1. Coordination and monitoring
  2. Leadership and team cohesion development
  3. Monitor coordination and communications between the various departments
  4. Preparation of technical support and participation in regional cluster meetings
  5. External representations with humanitarian actors, local authorities and civil society
  6. Participation to the annual review dedicated to the presentation of activities carried out and planned, lessons learned and recommendations, as well as the challenges ahead
  7. Coordination and program management **
  8. Monitor and analyze the humanitarian, political, cultural, social and economic context
  9. Within the intervention zone, propose new operational directions and develop an operational strategy in line with organizational policies and the population’s needs
  10. Ensure the coordination, development, monitoring and evaluation of programmes implemented within his/her intervention zone
  11. Ensure projects and programmes are implemented on time and according to the donor requirements
  12. Ensure that quality internal and donor reports are submitted within deadlines
  13. Security management in the base
  14. Be responsible for team and assets security of the base
  15. Monitor and analyse the security situation and ensure it is understood by the teams
  16. Give the geopolitical and security situation briefing to all of the new arrivals in the base
  17. Ensure that all security-related documents and procedures are updated regularly
  18. Ensure compliance with all security rules and procedures in the base
  19. Set up a permanent security monitoring system
  20. Ensure the immediate management of any security incident that may occur in the base and immediately inform the Country Director
  21. Participate to security meeting and give feedback to teams and coordination
  22. Reporting / communication
  23. Ensure that key information circulates correctly in the base
  24. Collect and compile operating information and team reports and send to coordination according to the defined schedule
  25. Manage and consolidate internal and external communication in the base
  26. Administration:
  27. Administrative management of personnel:
  28. Assist in welcoming and integrating new personnel, ensure they receive administrative briefing
  29. Supervise the administrative management of personnel hiring at the Base level
  30. Ensure that performance reviews are carried out according to defined procedure, and monitor the professional development of personnel
  31. Assist in ordering and determining disciplinary measures
  32. Conduct regular meetings and communication with personnel
  33. Administrative management of the Base
  34. Verify and validate all contracts drafted at the base
  35. Assist in selecting Help-Hilfe zur Selbsthilfe premises
  36. Ensure administrative monitoring of insurance locations, claims and contracts
  37. Logistics:
  38. Supply Management
  39. Help to carry out a purchasing environment analysis at the local level
  40. Supervise the update of price lists and supplier files
  41. Manage Help-Hilfe zur Selbsthilfe purchasing procedures and those from donors funding the programs
  42. Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
  43. Receive, approve and process requests for quotes and internal order forms
  44. Ensure that budgetary lines related to logistics are monitored and observed
  45. Supervise the preparation of purchasing documents and draft the contracts
  46. Participate in drafting call for tenders
  47. Supervise purchasing, ensuring that approval rules and procedures are observed
  48. Assist to select suppliers and negotiate prices, deadlines and delivery methods
  49. Ensure that purchasing documents are complete and archived in keeping with Help-Hilfe zur Selbsthilfe procedures
  50. Ensure that dealings with suppliers are monitored
  51. Vehicle Fleet Management
  52. Assist to negotiate vehicle rental contracts
  53. Supervise the planning and execution of maintenance and repairs of the Base vehicles
  54. Monitor vehicles movements schedules
  55. Permanently ensure that all drivers have received general training and carry out regular testing
  56. Ensure that drivers are aware of their obligation to adhere to Help-Hilfe zur Selbsthilfe safety rules and procedures
  57. Make sur that vehicle log books are in place and are used correctly
  58. Network and Representation
  59. Cooperation with relevant international and national NGOs working in Gao region
  60. Participate to networks, initiatives and other meetings regarding humanitarian response

Required profile/experience:

  1. Qualification:
  2. Master ‘s degree in business administration, Project management or any equivalent Masters level or higher degree.

Experience:

  • Substantial experience in a similar or senior management position in INGO environment, ideally in emergency or post emergency contexts
  • Experience in multi-cultural team management both national and international staff
  • Experience in budget management and donor compliance
  • Experience in Mali or Sahel region is a plus

Technical skills and competences:

  • Capacity to deal with many different issues, to self- update and learn very quickly from a highly and constantly evolving environment
  • Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
  • Good representation skills
  • A good understanding of security management
  • Knowledge of WASH, health and nutrition activities are appreciated
  • Knowledge of HR, budget and logistics management
