JOB PURPOSE

The Head of Field Office shall provide leadership in the field of humanitarian interventions in the assigned Field Office. He/she will manage all support functions as well as conduct project monitoring of the assigned Field Office. The incumbent will work closely with the Base Manager, Support Departments (Security, Finance, Logistics, Security, and Human Resources), and the program teams to ensure organization policies, processes, and procedures are followed.

The Head of Field Office will ensure the needs of the office, guest houses, and other INTERSOS facilities are addressed in a timely manner. He/she will be the focal point for the assigned field office to the rest of the organization. He/she will be the security focal point for the assigned field office. He/she will also create and maintain close relationships with local government, host community representatives, IDP representatives, local and international NGOs and international organizations, and other stakeholders.

RESPONSIBILITIES

Base Management:

  • Ensure field office(s) and guesthouse(s) (where applicable) operate with the standard functionalities – including office rental, utilities, communications, furniture and equipment, supplies, maintenance, cleaning, fleets, security, etc.
  • Coordinate staff and field movement and coordinate with project team leads to ensure project workplans are being followed
  • Ensure regular communication and reporting between different field sites
  • Ensure field staff comply with INTERSOS policies, particularly the Safeguarding Policies and PSEAH
  • Supervise support staff in the maintenance of office and guesthouse
  • Organize the work and monitor the performance of the fleet and security guards
  • Support Logistics, HR and Finance teams in operational duties where required (e.g. local recruitment, local procurement, coordination with local government, etc)
  • Hold regular field office level meetings and bridge two-way communications between field staff and the INTERSOS country office.
  • He/she is the focal point to receive all INTERSOS items at the field office.

Project Monitoring and reporting:

  • Independently and in coordination with the program teams conduct field monitoring in project sites, reporting stakeholder feedback and implementation progress to sector leads
  • Ensure Complaints and Feedback Mechanisms are well managed and fully implemented in the field. Ensure that internal and external referral pathways will be accessible to all staff.
  • Support in capturing success stories from the field

Security Management

  • As the Security Focal Point, ensure daily monitoring of security situation, daily update on staff safety, and share updates with Security Team and concerned staff
  • Submit incident report where required.
  • Support in conducting Security Risk Assessments and security audit at the field level
  • Provide periodic security update and analysis.
  • Liaise closely with key stakeholders at field level (e.g. UNDSS, local government/forces, local leaders, etc) in ensuring staff security.

Representation

  • Represent INTERSOS in various coordination meetings at the field level.
  • Build and maintain close relationships with local government, community and IDP representatives, other NGOs and International Organizations, and others.
  • Promote community and local acceptance of INTERSOS in the field.

POSITION REQUIREMENTS

Education & Professional experience

  • University degree in any field.
  • At least 4 years progressive experience in programme implementation with at least 2 years in a middle management position in a humanitarian organization.
  • Essential computer literacy (word, excel and Internet)
  • Demonstrated practical experience in liaison, communication/negotiations with authorities and communities, risk management.

Personal requirements

  • Excellent interpersonal skills and demonstrated ability to establish effective working relations with national staff members and other stakeholders.
  • Excellent coordination skills with staff and external stakeholders
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
  • Ability to work well under pressure and in adverse conditions.
  • Proficiency in common computer packages and financial software (MS Excel, MS Word)
  • Good command of written and spoken English language and local language.

Organizational requirements

  • Works within the framework of IINTERSOS Nigeria’s core values.
  • Acts as an ambassador for INTERSOS Nigeria, through professionalism and conduct.
  • Adheres to all INTERSOS policies and procedures both administration and technical.
  • Undertakes and applies learning from appropriate training and development programmes.
  • Maintains and cares for all equipment issued by INTERSOS Nigeria and for any losses or damages due to negligence you will be liable for repair or replacement.
