Context:

Under the direct supervision by the Chief of Mission (CoM) and in close cooperation with the Mission’s Programme Support Unit and Resource Management Unit, the successful candidate will be accountable and responsible for the oversight and coordination of IOM’s ongoing Humanitarian & Emergency, Transition & Community Stabilisation operations including Displacement Tracking Matrix (DTM) which supports the whole mission.

Core Functions / Responsibilities:

  1. As a member of the Mission’s Senior Management Team, the Head of Humanitarian Response and Transition will guide the Unit in setting objectives in line with the Mission’s strategy, Humanitarian Needs Overview (HNO)/Humanitarian Response Plan (HRP), the United Nations Development Assistance Framework (UNDAF), and Collective Outcomes in relation to protracted internal displacement and the Government priorities.
  2. Support the CoM in donor liaison and project development to respond to emerging trends, and coordinating the assessment, design and development of IOM humanitarian response, transition and community stabilisation in Sudan in line with IOM agreements, policies and inter-agency standards, country and donor priorities.
  3. Provide continual assessment to the CoM of the operating context, including analysis of political, security, economic and social trends impacting stability, transition and IOM programming in the country.
  4. Provide strategic and operational input, including primary representation of IOM at relevant inter-agency meetings, liaison with multi-donor trust fund entities, and other stakeholders, as well as donors to develop and undertake common initiatives in emergency and post crisis / transition programmes. Identify areas of inter-cluster coordination which need to be strengthened, including the lead role of IOM within Return, Recovery and Resettlement (RRR) Sector, and identify mechanisms to strengthen intra-cluster coordination.
  5. Brief IOM’s government counterparts on projects and plans as well as make sure IOM activities have been coordinated with the relevant government entities.
  6. Work in close collaboration with the CoM and relevant partners, with a view to ensuring that all interventions – humanitarian action, recovery/reconstruction and development activities – are interlinked as per the Humanitarian–Development-Nexus and Collective Outcomes in relation to protracted internal displacement.
  7. Provide overall direction and management of the activities and staff of the Humanitarian Response and Transition Unit (WASH, Health, Livelihood, DTM, Rapid Response Fund and ES/NFI); ensure the successful implementation of the projects within the Unit and compliance to donor agreements as well as IOM’s standards of quality and accountability.
  8. Maintain the stabilization/transitional orientation of the programming through developing and refining theories of change, periodic programme reviews, prioritizing modalities of support that are appropriate to the evolving context, and the alignment of programmes and the Unit to the overarching objectives of the Mission.
  9. In coordination with colleagues working on monitoring and evaluation, ensure programmes are properly monitored, and planned activities are implemented as per work plans to facilitate staff accountability;
  10. Provide training and orientation to IOM staff on Principles for Humanitarian Action (PHA) incorporating the Migration Crisis Framework (MCOF) and cluster approach to promote and ensure that a common understanding and knowledge of ways and means to strengthen the humanitarian response is incorporated and mainstreamed within IOM programming.
  11. Provide orientation and guidance for emerging areas such as interventions in Migration, Environment and Climate Change (MECC), Early Recovery (ER), Peace Building, and Disaster Risk Reduction (DRR)..
  12. Identify and ensure that cross cutting issues including gender, age, good governance, education, disability, environment and protection are better incorporated into the work of IOM response and interventions.
  13. Identify and strengthen coordination mechanisms at the field/sub-national level to address the evolving nature of humanitarian and transition interventions in the country.
  14. Undertake duty travel and field evaluation and needs assessment visits to all parts of the country as necessary.
  15. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, International Development or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Delivers on set objectives in challenging situations;

• Effectively coordinates actions with other implementing partners;

• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;

• Supports adequate levels of information sharing between internal units, cluster partners, IOM

and other emergency response actors;

• Effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM;

• Effectively applies knowledge of migration issues within organizational context;

• Correctly frames migration issues within their regional, global, and political context.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
