The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Juba, South Sudan, with frequent travel to project locations.

As Head of Program Development, Quality and Strategy you will act as a key member of the Welthungerhilfe (WHH) South Sudan (SSD) Senior Management Team along with the Country Director, Head of Program Implementation, Head of Finance and Head of Operations and participate in decision making for the organization. You will provide strategic leadership in the areas of program strategy formulation and review, new business development and quality assurance while directly line managing Sector Leads (WASH and Climate Change Resilience), Grants and Reporting Manager, MEAL Manager and Partnership Coordinator. In doing so, you will work closely on a peer level with the Head of Program Implementation and the Country Director, and be responsible for maintaining high level visibility and good working relationships with host government officials, donors and other partners.

Your responsibilities

  • Provide strategic leadership, coordination and management to the program development and program quality
  • Ensure strong integration among and between sectoral programme departments and implementing teams in close cooperation with the Head of Program Implementation
  • Lead on the formulation, revision and contextualization of the Country Program Strategy on regular basis with support of Sector Leads and Head of Program Implementation, with the aim of programmatic and qualitative growth of the Country Program, ensuring alignment with RoSS government strategies, donor’s priorities and WHH Global Strategy
  • Act as a key stakeholder to identify and develop new ideas, donors, programs, and new potential partnerships and possible alliances with INGOs and local NGOs at country level
  • Ensure inclusion of cross-cutting issues (gender and protection mainstreaming, peacebuilding, social inclusion) in the program design
  • Ensure maintenance of high-level organizational awareness on available funding opportunities in the sectors and geographical areas of WHH operations in South Sudan as well as lead the development of a Fundraising plan and strategy
  • With support of WHH’s MEAL Unit and the Head of Program Implementation, promote learning and knowledge management by leading program reviews and reflections, provide support to Heads of Projects in integrating good practices and lessons learned into programming
  • Oversee the identification, assessment and strengthening of appropriate partnerships; develop strong links with a range of strategic partners and if appropriate plan and implement joint programs
  • In coordination with the Country Director, represent WHH SSD and participate in network and alliance meetings, events, and forums at national and international levels
  • Engage in advocacy and policy dialogues ensuring WHH SSD represents it’s strategy, vision and mission, as well as the needs of its beneficiaries in order to campaign for needed policies, donor commitments etc., with support of the Communications Expert and Sector Leads
  • Ensure to build strong capacities in interface management and ensure the right attitudes in cooperation with the Head of Program Implementation, Heads of Projects and project staff

Your profile

  • At least three years’ experience on similar position within an international humanitarian and/or development organization (Head of Programs, MEAL Manager, New Business Development Manager etc.)
  • Demonstrated experience in donor relations management and programme/project management
  • Documented experience in networking and new business development with key humanitarian donors
  • Experience in multiple humanitarian sectors and cross-cutting issues; previous experience in multi-sector and multi-donor environment
  • Previous experience working in South Sudan is a plus
  • Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams
  • Excellent understanding of the humanitarian architecture (NGOs, NGO Forums, UN/Clusters, main donors)
  • EU, BMZ, ECHO, FCDO, USAID donor experience would be an asset
  • Commitment to at least quarterly travels to project locations across the country
  • Excellent organizational skills and planning ability, both for self and the team
  • Excellent communication, problem solving and diplomatic skills
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe’s programme countries
  • Advanced proficiency in written and spoken English; German language skills would be an asset
