The position is to be filled as of January 1, 2026, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Goma, Democratic Republic of the Congo, with frequent travel to project locations in the country.

Welthungerhilfe’s (WHH) country programme in the Democratic Republic of the Congo (DRC) is focusing on humanitarian aid as well as on integrated multi-sectorial development activities within the sectors of agriculture incl. transformative food systems, commercialization and value chain development, climate resilience, natural resource management, nutrition, WASH and social infrastructure. The programme is funded by the German Government and DoS. As Head of Programmes, you will lead the development of the country programme under the supervision of the Country Directors and contribute to its implementation and monitoring in order to maximise the impact. In doing so, you will take into account and further develop the existing country strategy and sector stratgies as well as the overall WHH strategy and quality standards and represent the organization both internally and externally as required. With your background in capacity building, you will strengthen and harmonize the quality of interventions and will coordinate proposal writing processes to expand our donor portfolio.

Your responsibilities

  • Coordinate programme development by leading or contributing towards needs assessments, concept notes and project proposals
  • Lead the programme team in supporting field managers (Area Managers and Heads of Project) and other project staff as well as local partners as needed with technical and project management guidance, including support to ensure successful completion of projects and compliance with WHH quality standards and to foster localization
  • Lead and support the MEAL Coordinator to ensure the production and use of M&E data and analysis, implementation of the accountability system and programme learning
  • Further develop the country, sector and fundraising strategies of the DRC country programme
  • Develop the advocacy as well as the food system strategy for the DRC country programme
  • Promote the triple nexus and protection in the DRC country programme
  • Promote inclusion and equality at programme level within the organization and together with partners
  • Prepare, coordinate and facilitate strategic country meetings and other workshops in coordination with the Country Directors
  • Monitor contextual developments, including the humanitarian debate, and share relevant information with the DRC team and Head Office

Your profile

  • A university or college degree in humanitarian/development studies or an equivalent degree related to the position
  • At least 3 years of relevant experience in leading programme and project management functions (regional working experience would be an asset)
  • Relevant professional experience in programme coordination and capacity building
  • Proven reporting and organizational skills and a diverse donor relation experience (EU, USAID, FCDO, German donors)
  • Excellent and open communication, good teaming and networking skills
  • You recognize the growing value of data within an organization and inspire teams to make decisions grounded in analysis and evidence
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s programme countries
  • Excellent spoken and written English and French
