Context:

Under the direct supervision of the Chief of Mission, the successful candidate will be responsible and accountable for the oversight and coordination of all IOM activities in the Goma sub-office including finance and administration. S/he will also be responsible for the implementation and oversight of IOM Camp Coordination and Camp Management (CCCM) activities in the Democratic Republic of Congo (DRC).

Core Functions / Responsibilities:

Head of Sub Office:

  1. Establish, develop and maintain working relationship with district and provincial Governmental authorities, United Nations agencies, International Organizations and non-governmental organizations (NGOs).
  2. Responsible for all aspects and finalization of projects in tendering, contracting, monitoring, and reporting in coordination with the Resource Management Officer (RMO).
  3. Oversee contractors’ implementation in the areas of monitoring, change of orders, contract,

compliance, quality assurance, and documentation of all interaction. Ensure that projects are completed to a satisfactory standard before payment is authorized.

  1. Supervise the administrative functions and ensure that all efforts are made to prevent and avoid fraud including but not limited to:

a. staff recruitment and management ensuring that IOM Administration rules and regulations are implemented and followed;

b. maintain records in coordination with the Resource Management Unit and in accordance with programme standards;

c. ensure proper management of the office and maintenance of the IOM properties, infrastructures and assets;

d. ensure an updated inventory of assets, in coordination with relevant departments;

e. supervise the procurement and logistics services; including contracts with suppliers of goods and services.

  1. Represent the sub-office in relevant coordination platforms as well as maintain appropriate and effective coordination and information exchange with national/local authorities, state institutions, donor representatives, civil society and other relevant stakeholders.
  2. Attend security meetings and in coordination with the Local Security Assistant (LSA) in the sub-office, report significant security issues and incidents to the Security Officer and CoM. Coordinate closely with the designated Officer in Charge of United Nations Department for Security and Safety (UNDSS) in the region, civilian and military governmental authorities, tribal leaders, village councils, militias and others to ensure security for all IOM staff members and sub-contractors enforcing the mission security regulations to protect mission staff and property.

Camp Coordination and Camp Management:

  1. Develop, implement and monitor administrative and operational activities of approved CCCM projects in the country including monitor implementing partners engaged in the projects and ensure their effective implementation.
  2. Monitor, oversee and supervise the CCCM unit which consists of CCCM officer and field assistants responsible for the execution of project components in each area. Ensure the application of IOM Site Management Strategy, standard operating procedures and policies while liaising with partner organizations and governmental authorities to synergize existing activities.
  3. Develop and ensure the maintenance of a camp information management system in line with

CCCM working groups and Inter cluster guidelines including sex- and age-disaggregated data.

  1. Ensure the mobilization and participation of the camp and host populations at site level, with emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes.
  2. Ensure that the displaced are aware of the assistance and services available in the site and how to access them.
  3. Provide advice and expert technical guidance for the implementation of small scale mitigation and site development work in coordination with the shelter/WASH and DTM team.
  4. Prepare contingency plans based on worst-case and most likely scenarios in terms of population movements to humanitarian partners through relevant platforms e.g. CCCM working group, shelter sub-cluster, and other sectorial coordination meeting.
  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Practical experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;

• Experience in Camp Coordination and Camp Management, relocation, cash for work, ES/NFI, and project management;

• Familiarity with different project cycle steps and donor relations;

• Experience in management, humanitarian and migration-related activities, complex project implementation, liaison with governments and international agencies;

• Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM finance, procurement and HR procedures and rules;

• Experience with project implementation, scheduling and deployment of resources;

• Strong management capability and experience, especially in the field of humanitarian assistance.

Languages

Fluency in English and French is required. Working knowledge of Spanish is an advantage.
