Context:

The European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at

strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region. A major component of the Joint Initiative is the provision of sustainable reintegration assistance to more than 20,000 migrants in the targeted countries. IOM views that reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity.

Under the direct supervision of the Chief of Mission (COM) in IOM Banjul – The Gambia office and in close coordination with the Assisted Voluntary Return & Reintegration (AVRR) Programme Manager and in close consultation with the Resource Management Officer (RMO) and Local Security Assistant (LSA), the successful candidate will be responsible and accountable for the monitoring and coordination of IOM on-going activities of Basse Santu-Su sub-office.

Core Functions / Responsibilities:

  1. Coordinate and monitor the implementation of IOM’s programmes and activities in Upper River Region and Central River Region. Contribute to the planning and ensure the implementation of the project activities in close coordination with the relevant units / teams, with a special focus on Reintegration of returnees, Awareness Raising and Migration Information Center/MIC.
  2. Maintain and apply appropriate controls to manage administrative and budgetary matters and the financial resources of activities in the sub-office. Monitor the situation of resources as compared to planned and budgeted activities and recommend remedial action if necessary. Ensure proper documentation and tracking of approval processes. Contribute to ensuring the safety and security of the staff and properties at the sub-office.
  3. Coordinate, supervise and guide the staff (IOM caseworkers, reintegration assistants and reintegration and/or protection partners) stationed in the sub-office and contribute to staff development activities.
  4. Maintain contact, close collaboration and working arrangements with relevant stakeholders such as government authorities, international organizations, non-governmental organizations, voluntary agencies, and other relevant partners in order to expedite project implementation, facilitate information exchange and project cooperation, advance IOM implemented activities and avoid duplication.
  5. Inform project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects. Monitor project implementation, identify problems and propose corrective action to expedite the delivery of project outcomes.
  6. Facilitate training as well as ongoing counselling and guidance to staff and contribute to the establishment of a sound case management system in compliance with IOM standards of assistance.
  7. Supervise appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing in accordance with IOM Data Protection Principles.
  8. Facilitate the mainstreaming of protection into reintegration activities by encouraging and providing guidance for the provision of adequate assistance for vulnerable categories of migrants, such as victims of trafficking, unaccompanied migrants and migrants with psychosocial and/or physical health concerns.
  9. Provide technical assistance, capacity building support and guidance to implementing partners and Government counterparts.
  10. Follow up on the adequate monitoring and evaluation of, and draft quality internal and external reports on, reintegration, awareness raising and MIC activities.
  11. Draft regular progress and status reports and updates, briefings and background information requested by the IOM Banjul Office, the Government and other entities. Draft comments on aspects of project progress as an input to programme monitoring
  12. Monitor and assess migration trends and issues and inform IOM Banjul Office on migration related developments.
  13. Encourage the participation of beneficiary communities in the implementation of the project.
  14. Facilitate the integration of cross-cutting issues into the project.
  15. Participate in meetings, workshops, conferences, and other events as necessary.
  16. Undertake duty travel as required.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, Migration Studies, International Relations, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project management in the field of migration;

• Experience in liaising with Government authorities, other national/international institutions;

• Experience working with specialized international agencies (UN Agencies, International

Organizations, and International NGOs).

• Operational and field experience in Assisted Voluntary Return & Reintegration; Sound knowledge of migration management principles, concepts and techniques;

• Previous experience working with IOM and with UN specialized agencies an advantage;

• Previous work on protection (including, but not limited to, child protection, counter-trafficking)

preferable;

• Experience in working with colleagues from varied cultures and professional backgrounds;

• Previous experience in guiding and supervising staff and coordinate administrative matters is an asset;

• Experience in project management and monitoring and evaluation an asset;

• Previous experience in West Africa is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
