NRC initiated country operations in CAR in 2014, in order to respond to the critical and increasing needs in the country. The programme portfolio includes all five core competencies of NRC; ICLA (Information, Counselling and Legal Assistance), Food Security, WASH, Shelter and Education, as well as Protection and Community Based Planning programmes.
NRC is currently operating in four field offices : Berberati in the South West, Dekoa and Kaga Bandoro in the Middle part of the country, Ndele in the north, Alindao in the South East, as well as the capital office in Bangui.
We are now looking for a Head of Support to be based in Bangui.

The Head of Support is responsible to ensure that all support functions are providing high quality and efficient support to programme implementation.

He/She will report to the Country Director.

Duties and responsibilities

  • Line management for support managers such as Finance, HR & Admin and Logistics (incl. ICT);
  • Member of the Country Management Group (CMG);
  • Increase the efficiency of communication between support services in Area Offices and Country Office
  • Strengthen the Finance department through support to Finance Manager to build the capacity of local Finance staff
  • Reinforce anti-corruption controls
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements;
  • Facilitate the support functions strategic input to the development of the Country Strategy and Plan of Action;
  • Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans;
  • Responsible for ensuring quality support to project implementation;
  • Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs;
  • Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation;
  • Responsible for development of new country specific technical SOPs, guidelines and tools;
  • Responsible for organisational learning related to programme support;
  • Responsible for technical capacity building of support staff.

Qualifications

  • Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context in a similar position;
  • Experience from working in complex and volatile contexts;
  • Allocation of resources and costs expertise;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Professional fluency in French and English, both written and verbal;
  • Experience in central Africa is a plus;
  • Experience in Logistics, ICT, Finance and HR is essential;
  • Strong background in Finance and or logistics is desired;
  • Proven management experience of large, diverse teams;
  • Valid driver’s license.

  • Duty station: Bangui , with 35% travels in the field. Bangui is a non-family posting. Travel outside Bangui is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
