Duty station: Bujumbura, Burundi

The Oxfam office in Burundi manages a total project value of 8.5 M Euro’s which is executed through local partners. The Head of Programmes report directly to the Country Director and is a permanent member of the Country Leadership Team.

Team Purpose (Program team)

  • Is responsible to support the CD with the strategic development, management and implementation of the country program.
  • Supports Oxfam’s impact locally, regionally, continentally and globally through ensuring program alignment to the key strategic objectives and program standards.
  • Supports resource mobilization
  • Ensures that the promotion of women’s rights is at the heart of all Oxfam in Burundi’s program work

Knowledge

  • Comprehensive knowledge and experience (minimum 5 years in a similar role) of development programs, humanitarian response and advocacy and campaigning.
  • Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis
  • Politically astute, with a good understanding of key external organisations, how they operate and make decisions and a profound knowledge of the country development context in Burundi
  • Commitment to and knowledge of creating a partner-led operational environment, with an ability to create an internal Oxfam approach that is focussed on developing and supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives
  • Knowledge of and experience in working with donors
  • Financial management and budget evaluation and preparation

Experience

  • Influencing experience and ability to develop organisational networks and associations
  • Experience in managing humanitarian and development programs
  • Previous overseas work experience, ideally with non-governmental organizations and Oxfam would be an advantage.
  • Excellent written and verbal French and English language skills

Le bureau d’Oxfam au Burundi gère un montant total affecté aux projets de 8,5 M euros qui est mis en œuvre par le biais de partenaires locaux. Le chef de programmes rapporte directement au directeur de pays et est membre permanent de l’équipe de direction du pays.

L’équipe (de programme)

  • Est responsable de supporter le CD dans le développement stratégique, la gestion et la mise en œuvre du programme de pays.
  • Supporte l’impact d’Oxfam aux niveaux local, régional, continental et mondial, en assurant l’alignement du programme aux objectifs stratégiques clés et aux normes de programmes.
  • Supporte la mobilisation de ressources
  • Assure que la promotion des droits des femmes soit au cœur d’Oxfam dans le travail au niveau des programmes du Burundi

Connaissances

  • Connaissances et expérience approfondies (minimum 5 ans dans une fonction semblable) des programmes de développement, de la réponse humanitaire, du plaidoyer et de l’organisation de campagnes.
  • Connaissances en élaboration de la capacité, activités d’apprentissage et de développement et de la création d’un environnement d’apprentissage et de partage avec une base forte en gestion des connaissances
  • Clairvoyance sur le plan politique, avec une bonne compréhension des organisations externes clés, comment elles fonctionnent et prennent des décisions et une connaissance approfondie du contexte du développement du Burundi
  • Engagement et connaissances dans la création d’un environnement de fonctionnement dirigé par un partenaire, avec une capacité de créer une approche interne d’Oxfam axée sur le développement et le support de partenaires afin de réaliser un impact direct et des résultats liés aux objectifs d’Oxfam
  • Des connaissances et une expérience dans le travail avec des bailleurs de fonds
  • Gestion financière, évaluation et préparation d’un budget

Expérience

  • Expérience d’influence et capacité à développer des réseaux et des associations d’organisations
  • Expérience dans la gestion de programmes humanitaires et de développement
  • Une expérience préalable d’un travail à l’étranger, idéalement avec des organisations non-gouvernementales et Oxfam, constitue un avantage.
  • Excellentes compétentes linguistiques en français et anglais écrit et oral

Nous offrons

Un salaire compétitif, juste et global assorti d’un ensemble d’avantages sociaux pouvant être justifié auprès de nos bailleurs de fonds. Nous offrons un salaire brut allant de € 3.302 à € 5.082 sur base d’une semaine de travail de 40 heures. Ce montant est majoré d’une prime de congé de 8%, une prime de fin d’année et une allocation de logement. Un paquet supplémentaire pour le personnel international sera offert conformément à la convention collective de travail d’Oxfam Novib.
