General Description of the Programme:
The Health Support Organisationis a leading registered South Sudanese based international nonprofit organisation dedicated to saving lives and relieving suffering through health care training, humanitarian and developmental programmes.
Formed in 2005, incorporated in 2008 by South Sudanese doctors to support the national efforts in addressing health challenges in South Sudan, THESO is a private, voluntary, nonpolitical, nonsectarian organisation. Its mission is to implement evidence-based, culturally sensitive, innovative projects promoting health, according to perceived public health needs and priorities as understood through quality research. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, THESO rehabilitates devastated health care systems and helps bring them back to self-reliance.

THESO is seeking to recruit a Health Coordinator for its South Sudan programme to be based in Juba.

The Health Coordinator is primarily responsible for technical design vision, strategy, design, implementation and management of the health programmes at national level. The Health Coordinator will work in collaboration with the senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Health Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. S(he) will ensure high-quality clinical services in all THESO-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Health Coordinator will represent THESO in the national Health Cluster, Health Forum and other technical working groups.

Essential Duties and Responsibilities

The Health Coordinator is primarily responsible for contributing to vision, mission, strategy, design, implementation and management of THESO health programmes. S/he will work under direct supervision of Health Manager in collaboration with the senior management team and health teams in the field. This is a Juba based position with frequent travel to field sites ensuring the highest standards of service delivery and accountability to affected populations.
ESSENTIAL RESPONSIBILITIES:

Supervision of expatriate and national medical staff

Provide technical expertise on proposal development, reporting, and donor compliance

Work closely with Health Manager and Programme Director to ensure smooth running of Health programmes

Provide technical guidance and supportive supervision to the programme

Strong proposal, concept paper and reports writing capabilities

Ensure international standards (WHO/SPHERE) and South Sudan national standards are met while delivering services

Provide technical input during proposal development and technical review, data analysis of reports and feedback to the field health team of common causes of morbidity and mortality

Work with county health departments to ensure that there is a plan for smooth and gradual transition of responsibilities to MoH and that this is effectuated

Ensure THESO compliance with South Sudan MoH Basic Package of Health services and protocols for curative, MCH, Reproductive health, EPI, health education, Neglected Tropical Diseases, nutrition and disease surveillance.

Ensure that Health, Nutrition, EPI, SRHR, MCH and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted timely to the immediate supervisor and respective departments appropriately.

Represent THESO at different health-oriented meetings

Supervise the required equipment, drugs, medical supplies and furniture needs.

Responsible for training of health care staff including community health workers, maternal and child health care workers and other staff on reproductive health and family planning

Any other duties as assigned by THESO

Essential Requirements

Master degree in public health, epidemiology /experience with first degree in human medicine & surgery

Post graduate diploma or degree in project planning and management is an added advantage

Skilled in management, supervision and organisation

Very good programme report writing skills as well as analytical capacities

Strong experience in organising and conducting training and capacity building

Basic computer skills (Microsoft Office, Email, EXCEL, PowerPoint Presentations)

Previous working experience in emergency/post conflict setting with at least 3 – 5-year experience in a similar position with an international organisation

Energetic, independent and motivated to work in resource limited and harsh environment

Not easily disheartened by frustration and delays

Must be willing to work over 8 hours/day as needed

Strong teamwork skills in a multi-cultural setting

Working knowledge of English is a must, knowledge of Arabic is an added advantage

Qualified South Sudanese national is preferred

LANGUAGES;

Ability to read, writes, analyse and interpret, technical and non-technical in the English language. Ability to read and write in Arabic language is an added advantage

Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and other related partners

Several MDGs directly or indirectly concern health. Poor health reduces income and productivity, and undermines efforts to reduce poverty. Trends in South Sudan health indicators need to improve faster to achieve the MDG targets. THESO believes that effective and proven interventions exist. The challenge is how to apply them, to improve republic of South Sudan policies, institutions, financing, household practices; and service delivery; ease human resources and pharmaceutical market constraints; and strengthen core public health functions at county level. THESO is part of a growing consensus that stronger public health capacity in national health systems is indispensable for better health outcomes as its work focuses on strengthening republic of South Sudan health systems to improve millennium development goals 4, 5, 6 & 7 results for the poorest and most vulnerable.

By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, THESO rehabilitates devastated health care systems and helps bring them back to self-reliance.

Over the past four years, with funding from Common Humanitarian Fund (CHF), ICCO, KCB, WHO, WFP, UNICEF and OFDA, THESO has dramatically developed it technical competency and know-how for successful curative and preventive public health programming in South Sudan. To date, THESO has successfully absorbed over 2.7 million USD for the implementation of project activities in its project areas. With this, THESO has been able to support the Government of South Sudan Ministry of Health (MoH), to deliver basic package of health services to over 500,000 populations through 18 Primary Health Care Centres (PHCCs) and 18 Primary Health Care Units (PHCUs). This package consists of routine OPD and inpatient management of patients and clients, EPI, ANC, health education, HIV/AIDS counselling and testing, trainings, health facilities infrastructure, water and environmental sanitation, and needs assessments.

Status with Government of South Sudan

THESO renewed its Memorandum of Understanding with RSS Ministry of Health Head Quarters to support implementation of Public Health services in South Sudan. Currently we are supporting Guit and Pariang Counties (Unity State), Gogrial East and Tonj North Counties (Warrap State), Lainya County (Central Equatoria State), and Magwi County (Eastern Equatoria State) in implementing basic packages of health and nutrition services through two (3) PHCCs and () PHCUs in each county. With our long terms sustainable health programmes implementation, THESO is planning to establish a first modern medical school in republic of South Sudan and is ready to extend its services to any other location within South Sudan and internationally depending on availability of fund.

While needs are expected to remain high in some areas such as food security in 2014-2016, there are opportunities for innovative and more targeted approaches to strengthen livelihoods, and the resilience of families and communities. In the years ahead, the humanitarian community will expand the focus of its work to ensure that emergency aid helps break cycles of need caused by food insecurity, violence, flooding and disease outbreaks.

The Health Support Organization programmes focuses on children, women of reproductive age, youths, adults and senior health, environmental issues, and medical education.
