The Health Information Specialists will provide health information systems (HIS) technical support to the facilities located in different regions and their respective Regional Health Bureaus (RHBs), including ICT infrastructure deployment, electronic e-health application deployment, training, mentoring, and addressing technical issues.

 MAIN DUTIES AND RESPONSIBILITIES:

Support in Design/Managing/migration/upgrading/Deployment of LAN and WAN systems including wireless networks for different health systems as required

  • Monitor system performance and resource requirements, specify and install system upgrades.
  • Manage/deploy multiple servers, and workstations, ensuring proper integration of the systems
  • Provide post-implementation support on troubleshooting, workflow problems, and IT technical or content support
  • Provide technical input to system requirements, analysis, design, specifications, improvement, maintenance, and use of electronic HIS
  • Provide technical support to health institutions in implementing paper-based and electronic HIV/AIDS data collection and management tools
  • Provide trainings on HIS, HIV/AIDS data management, data quality and information use to staff working on HIS and HIV/AIDS data management in the region
  • Perform regular supportive supervision to health institutions in different regions
  • Conduct regular mentorship to health institutions in different regions on HIV/AIDS data collection, data quality assurance, and data use
  • Complete performance reports regularly
  • Perform other duties assigned by immediate supervisor

Job Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Computer Engineering, or electrical engineering or related field and a Master’s Degree in health informatics or a related field.
  • At least 5 years of experience in the health sector

Knowledge, Skill, and Ability Required

  •   Proven experience in deployment and administration of Electronic Medical Recording Systems, Provision of capacity building training and IT Technical Support  on eHealth systems (SmartCare, HMIS, DHIS2, and others)

Strong oral and written skills in English and Amharic languages

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
