KEY AREAS OF ACCOUNTABILITY:

  1. Support to program development and planning.
  2. Program management, monitoring and delivery of results.

Support to program development and planning:

• Conduct/update situation analysis for the project development, design and management of health related activities.

• Contribute to the achievement of project goals, objectives and strategies, and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.

• Provide technical and operational support throughout all stages of project processes by executing/administering a variety of technical support, preparing materials/documentations and complying with organizational processes, regulations and management systems, to support project planning, results based planning (RBM), and monitoring and evaluating results.

• Prepare required documentations/materials to facilitate the project review.

Program management, monitoring and delivery of results:

• Work closely and collaboratively with internal and peripheral sites colleagues to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision.

• Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

• Participate in monitoring and evaluation exercises, and project reviews with other counterparts to assess programs and to report on required action/interventions at the higher level of program management.

• Monitor, follow up and report on unresolved issues to ensure resolution.

Technical and operational support to program implementation:

• Conduct regular field visits and surveys and/or exchange information with stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

• Provide technical and operational support to USAID focal point on the application and understanding of ERC policies, strategies, processes and best practices on health and related issues to support project implementation, operations and delivery of results.

• Draft communication and information materials to promote awareness.

Innovation, knowledge management and capacity building:

• Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable project results.

QUALIFICATIONS AND EXPERIENCE:

Education:

• University Degree in medical studies is required. Candidates with post-graduate studies in relevant fields are highly encouraged to apply.

Experience:

• Minimum 2 years of professional experience in public health planning and management and/or in relevant areas of pandemic or emergency health care.

• Health emergency/humanitarian preparedness is required.

• Specialized training/experience in emergency response management.

• Experience in health project development is an asset.

Language Requirements:

• Fluency in English is an asset.
