The scope of the job duties range within the area of the child survival and development (CSD) including emergency situations from methodical data collection, analysis, reporting to effective monitoring and analysis of project implementation and management, with limited technical decisions on project implementation, evaluation which will impact on project efficiency and delivery. The nature of the job is mostly contributory technical work requiring substantive technical analysis and core knowledge of the functional area. The work makes substantial contribution to the achievement of planned objectives of the project teams and the Section at the solid professional quality level. The supervisor guides and oversees the work process, progress and end-results.
Duties include the review of appropriateness and completeness of financial and supply documentation as well as adherence to establish allotments.
Technical expertise is required to analyze data and background information in direct support of the situational analysis and updates within the area of CSD.
The job requires professional judgement to interpret and apply guidelines correctly; if necessary, recommend deviations from guidelines to programme/project officers, as appropriate.
Key functions, accountabilities and related duties/tasks
- Major duties and responsibilities
Data-driven and results-based management
- Participate in regular data-driven situational analyses (including epidemiological, gender equality and emergency assessments),
- Provide technical and operational support to government and non-government partners with scaling-up health interventions,
- Monitor developments at decentralized levels.
Upstream activities
- Provide specific technical expertise on health issues including advocacy in gender equality, as appropriate and as defined by supervisors.
Downstream activities
- Contribute to the implementation of sectoral work-plans for scaling-up assigned and specific health interventions,
- Provide in-country technical & operational support to scaling related health interventions,
- Contribute to Unicef country office’s readiness to deliver on the health related CCCs,
- Conduct regular field visits to monitor related programmes and participate in periodic programme reviews with government counterparts and other partners with particular emphasis on under-served populations, document lessons learned of scaling-up health interventions,
- Share good practices in gender equality programming, sharing good practices at the national level.
Monitoring, evaluation and reporting
- Collaborate with (senior) programme officer health to timely, efficiently, rigorously and transparently monitor, evaluate and report on related health programs,
- Contribute to the preparation of relevant sections of the annual health sector status reports,
- Submit transparent and timely reports to (senior) programme officer –health.
Accountability
- Ensure related UNICEF, government and non-government staff comply with UNICEF’s financial rules including emergency fast track procedures,
- In close collaboration with Operations and supply staff, regularly monitor and report on use of related supplies and other resources donated to the government and non-government partners,
- Collaborate with Operations Section and Government authorities to maintain sound internal controls, supportive of specific health interventions as well as to ensure accountability.
Partnership and leveraging resources
- Maintain close working relationship with other related Unicef sectors, , particularly Nutrition, HIV, WASH, and programme communication,
- Coordinate with related UNICEF Regional Advisors and HQ officers to ensure strategies are aligned with global and regional strategies with global and regional strategies,
- Establish active and participatory partnership with related health sector stakeholders (Government, WHO, other UN agencies, NGOs and bilateral agencies) and interact with them at different stages of health programme implementation.

- Timely, regular data-driven analysis with consistent integration of sex-disaggregated data for planning and results-based management for scaling-up specific health interventions,

IV. Impact of Results
- Decides on the validity, accuracy and usefulness of data, especially as it relates to behavior change and social mobilization such as decisions affect health system,
- Recommends appropriate materials for use in social mobilization and behavior change activities, and make recommendations on the appropriateness, quality and dissemination of printed and audio-visual materials. These recommendations contribute to the effectiveness of the HS strategy and plan,
- Poor data collection, analysis, evaluation and reporting will result in misdirection of HS strategy and planning. Inappropriate selection & dissemination of materials will result in incorrect messages and consequently failure to reach important allies and partners. Such errors will impede the attainment of programme/project objectives.

Education:
University degree in one of the disciplines relevant to the following areas: Health, Public health, Global International health, Health Policy, Health Policy & Management, Environmental health, family health, Health research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health promotion and Disease Prevention, Educational Interventions in health Care, Demography, Social Sciences, Medicine, Nursing, or a field relevant to international public health development assistance.
Experience:
Two years of relevant professional work experience. Experience working in the UN or other international development organization, and field work experience an asset. Background/familiarity with Emergency and gender mainstreaming.
Language Requirements:
Fluency in English and a second UN working language. A good knowledge of local working language of the duty station an asset.
