Overview fo the position:

  • IOM is one of the major humanitarian & development actors in Somalia. IOM implements a primary healthcare service programs in the Dhahar region of Puntland, comprising technical & operational support to health facilities located in Dhahar town, Buraan & Baragah Qol, as well as mobile medical teams reaching hard to reach areas. The project is supported logistically from IOM’s Garowe sub-office.
  • In this context, IOM is recruiting a Health Program Assistant (Nurse) based in Dhahar to strengthen quality of healthcare service delivery & community outreach services in static & mobile clinics & oversee operation of mobile medical teams.
  • Under the direct supervision of the Senior Health Program Officer & under the overall supervision of the Health Program Coordinator, the successful candidate will be responsible for supporting & strengthening IOM’s health programming in the Sanaag area of Puntland including quality control of healthcare services at IOM supported clinics, capacity building of seconded Ministry of Health clinical staff, administrative & financial support to enable program implementation, liaising with Ministry of Health & other govt. counterparts & supporting new initiatives such as expansion of immunization services, expansion of nutrition programming, mental health & psycho social support & community health & behavior change communication to improve health outcomes & prevent disease outbreaks.

Role objective:

  • Assist with the management of IOM’s primary health clinics, mobile medical teams, outpatient therapeutic program in Dahar & surrounding areas within Sanaag region. This includes, but is not limited to, quality assurance, oversight of data management, stock management, assessment of gaps at clinics & implementation of corrective measures & all administrative tasks related to operation of the clinics.
  • Assist in monitoring clinical service delivery to ensure it meets IOM quality standards & that national clinical management & treatment guidelines are strictly followed.
  • Assist in keeping track of medical supplies, drugs & in ensuring & verifying timely replenishment to avoid stock outs.
  • Orientate, train & build capacity of seconded Ministry of Health staff at the clinics through training, mentor ship & on job Continuing Medical Education (CME).
  • Monitor the performance of Ministry of Health seconded & partner staff & ensure timely submission of their monthly attendance sheets to Mogadishu office.
  • Ensure community outreach medical services are provided in accordance with project plans, including health promotion & delivery of services.
  • Identify project development opportunities on the ground & communicate these proactively to Senior Health Program Officer & Health Program Coordinator.
  • Submit weekly reports to Health Program Coordinator on program activities, coordination meetings, administrative issues, etc.
  • Liaise with key stakeholders externally including the Ministry of Health & other govt. departments as needed & coordinate internally with other IOM program units.
  • Review key epidemiological data every week in a timely manner & contribute to analysis.
  • Represent IOM in health coordination meetings.
  • Undertake duty travel when required, including occasionally to other project locations in Puntland to provide coverage in periods of staffing needs.
  • Conduct additional tasks that may be assigned by the Health Program Coordinator & Senior Health Program Officer.

Project reporting:

  • This role reports to the Senior Health Program Officer.

Team management:

  • This role does not have team management responsibility.

Geographical experience:

  • Minimum of 5 years of experience in Africa (essential).

Education:

  • Diploma/Degree in Nursing, Public Health &/or related field with Nursing &/or Medical Doctor registration/license.

Experience:

  • A minimum of five years of experience working in emergency &/or community development in an aid organization in Somalia &/or with Somali migrants & mobile populations. Experience with an international organization is an advantage.
  • High level of computer literacy (MS Office Word, Excel, Outlook).
  • Experience in capacity building of health workers in clinical service provision.
  • Experience in project management & start-up of new initiatives.
  • Experience in effectively liaising with govt. & local authorities.
  • Experience in M&E of project performance.
  • Good knowledge of MS Office & internet applications.
  • Experience in humanitarian programs for migrants & IDPs.

Languages:

  • English & Somali (fluent).
