Organizational Background

GREDO is an indigenous local NGO. Non-profit non-partial, non- political and voluntary organization based in Baidoa. To reach the most affected grass-root communities in Bay and Bakool regions and lower Shebelle effectively and efficiently, the necessity of local partnership in relief program appeared. Responding to the partnership need, a group of Somali intellectuals and well-wishers initiated in December 1992 a local non-governmental organization called Gargaar Relief and Development Organization (GREDO) the organization has implemented during these period different projects including relief and emergency programs and later improved into rehabilitation and developmental programs.

JOB DESCRIPTION

The position and basic qualifications are as follows:

Health Manager

Purpose of the Position: Health Program Manager is responsible for overall technical day today technical support, coordination, facilitation and management of the health programme in Bay region.

S/he will coordinate with Nutrition and WASH sectors for integrated delivery of health, nutrition and WASH interventions.

S/he will be responsible for internal and external representation in Baidoa and maintaining regular contact with relevant stakeholders as appropriately.

Qualifications

ðHealth professional (MD, RN or PA, DCH with an MPH is preferred) with strong public health background.

ðPrevious experience in coordinating, implementing and managing health programs in emergency settings.

ðBackground in situation analysis, health assessments and program implementation.

ðStrong ability to support and build the capacity of GREDO team through performance management system.

ðExperience supervising technical staff in a complex, insecure emergency setting.

ðExcellent oral and written communication skills.

ðAbility to live and work under pressure in an unstable security environment.

ðExperience in grant management and proposal writing is preferred.

ðExcellent computer skills: MS Word, Excel, Power point, Outlook and the internet.

ðFluency in English and Somali

ðAdditional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, and adaptability to transitions.

ðCommitment to and understanding of GREDO’s aims, values and principles.

Key Areas of Responsibilities

Oversee implementation of specific health project funded by GREDO funding partners/Donors and ensure stated goals and objectives are met; are appropriately monitored and evaluated; and that quality narrative and technical reports are submitted in a timely manner.

ðOverview all the health activities that is been carried out in bay region by GREDO.

ðReview disease outbreak response plans in coordination with other health partners.

ðAdvise Program technical team on treatment protocols and guidelines.

ðConduct weekly and monthly essential medicines consumption reports against caseload.

ðPrepare monthly and quarterly donor reports and data analysis routinely and review emerging trends.

ðConduct weekly and monthly trend analysis

ðProvide program technical support to partners respectively overseeing quality implementation and standard guidelines and protocols are followed.

ðInitiate health related assessment in coordination with health management team.

ðPrepare project work plans, budgets, procurement plans and manage grants in coordination with Field Managers and key health staffs.

ðAssess strengths and areas for opportunity in the health sector and determine the potential for other health projects.

ðProvide and maintain detailed records of accurate regular reports, documented outputs and results of the overall health project activities within the areas of operation.

ðWork with health staff to promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning.

ðProvide on job training and routine mentorship technical health staff on clinical case management

ðPlan and implement technical support supervision and monitoring and evaluation quality program data.

Coordination and Representation

· Ensure interactive programming with other sectors particularly nutrition and WASH.

· Represent GREDO to partners, donor agencies, health agencies, including Ministry of Health and INGO’s in Baidoa and Mogadishu.

· Support the Program Coordinator and the program associate as deemed necessary in respect to the coordination of health programmes.
