OVERVIEW OF THE POSITION

Our client is one of the major humanitarian and development actors in Somalia. Our client’s Migration Health Department (MHD) is currently implementing projects across 8 regions of Somalia. In Mogadishu, our client has previously implemented primary healthcare projects supporting IDPs and migrants, and is currently providing medical care and referral for Somali returnees at a transit center through our client’s Assisted Voluntary Returns and Reintegration Program (AVRR). Our client is seeking a qualified Health Programme Officer (medical doctor) to directly manage the organization’s Mogadishu health programs, including management of the program providing primary healthcare for Somali returnees at the transit center, line management of the medical team at the transit center, and technical oversight and day-to-day administration of other our client health programmes in Mogadishu and Benadir region.

GENERAL FUNCTIONS

Role objective:

  1. Directly manage all aspects of the medical care programme for Somali returnees at the Mogadishu transit center, including line management of the nurses and doctors comprising the medical care team.
  2. Ensure provision of high quality holistic and integrated primary healthcare services at the transit center, including provision of immediate emergency care when necessary.
  3. Work in close collaboration with the logistics and finance departments to ensure smooth administration of the programme.
  4. Coordinate closely with colleagues in our client’s Migration Protection Assistance (MPA) department, which manages overall support to the Somali returnees.
  5. Ensure that the medical care facility within the transit center is functioning effectively. Communicate capacity and resource challenges to the health programme coordinator.
  6. Provide leadership, daily supervision, and capacity building of the medical care team.
  7. Provide call for after-hours coverage in cases of emergency.
  8. Ensure effective systems are in place for referral of patients requiring specialized care to designated hospitals in Mogadishu, including communication by referring.
  9. doctor with referral focal person in each hospital to monitor the patient’s care, as well as provision of follow-up care to the patient upon discharge.
  10. Set up and strengthen systems to link patients requiring psycho-social support to available networks and services.
  11. Monitor consumption and stock levels of medications and supplies at the transit center, ensure medications are not expired, and ensure requisitions for re-supply are made on a timely basis to avoid stock outs.
  12. Ensure that patient files are created for each returnee case and updated regularly.
  13. Collate relevant data, analyse and generate and submit reports to health programme coordinator.
  14. Help develop strong partnerships with the key stakeholders including the government, local communities, donors, UN agencies, NGOs, and CSOs in Benadir.
  15. Attend and actively participate in Health Cluster, Nutrition Cluster, and other cluster-related meetings in Mogadishu.
  16. For primary healthcare projects in Mogadishu, provide technical support and supervision to clinical staff and build their capacity through on-job training and mentoring, and ensure that monthly attendance sheets are submitted on time.
  17. Contribute to new project development and implementation, especially in areas such as MHPSS, community health, EPI, port health, etc.
  18. Contribute to development of M&E plans for Mogadishu health activities; ensure their implementation at ground-level.
  19. Undertake duty travel when required.
  20. Conduct additional duties as assigned by the Health Programme Coordinator.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor’s degree in Medicine or related field from an accredited academic institution with five years of relevant professional experience..

Work experience:

§ Minimum of 2 years of demonstrable relevant Medical experience and/or minimum of years of demonstrable relevant Civil Society & NGO’s experience.

Geographical experience:

§ Minimum of 2 years of experience in Africa (essential).

Languages:

§ Fluency in Somali (essential) , English (essential) and Arabic (desirable).
