UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF).The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights. The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication. The programme is based on “leaving no child behind”, realizing “rights for all children in Malawi”.

How can you make a difference?

Join our dynamic team where you will be responsible for the management, implementation, monitoring, reporting and evaluation of the maternal and newborn health programmes/projects (MNH) within the country programme. It will be your responsibility to provide technical guidance and management support throughout the programming processes. Furthermore, the role supports the administration and achievement of concrete and sustainable contributions to national efforts to achieve reduction of maternal and newborn morbidity, mortality and complications in accordance with international frameworks and standards.

In your role, you will report to the MNH Specialist.

Your duties will mainly include:

1. Support to programme/project development and planning

  • Support the preparation, design and updating of the situation analysis for the maternal and newborn health programmes/projects to ensure that current and comprehensive data on maternal and newborn health issues is available.
  • Participate in strategic programme discussions on the formulation, design, planning and implementation of maternal and newborn health programmes/projects, while providing technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results .

2. Programme management, monitoring and delivery of results

  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required actions and interventions to achieve results for MNH.
  • Prepare regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation

  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners and donors on the interpretation, application and understanding of MNH related issues, including programme development and contingency planning discussions on emergency preparedness.

4. Networking and partnership building

  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, allies, donors, and academia – through active networking, advocacy and effective communication – to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in MNH.

5. Innovation, knowledge management and capacity building

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency of sustainable programmes and projects.

To qualify as a champion for every child you will have…

Education:

  • A Masters university degree in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field
  • Specialized training in maternal, newborn and child health is essential
  • Additional trainings and capacity in areas of Emergency Obstetric and Newborn Care is required
  • Demonstrable skills on MNH Quality of Care would be an asset

Experience

A minimum of five years of relevant professional work experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, and health emergency/humanitarian preparedness.

Other essential experiences required would include:

  • National and district level health systems strengthening focused on sustainably supporting both levels to develop resilient health systems for MNH services.
  • Strong analytical skills and proven experience in data analysis, interpretation and documentation
  • Prior experience with United Nations programming would be an asset
  • Ability to effectively collaboration within and across sections and sectors

Language:

Fluency in English and the local working language in Malawi is required.
