Organizational background:
Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.
The Positions and responsibilities:
AAH Somalia is looking for a Somali national to fill the position of Health Specialist. The position will be based in Mogadishu–Somalia. The incumbent reports hierarchically and technically to the Head of Nutrition and Health Department.
Goal:
The Health specialist is responsible for designing, overseeing and coordinating the health programs, as well as liaising with various external partners. The Health program includes:
- Maternal, reproductive and neonatal health
- Child health
- Communicable disease surveillance and control, including watsan promotion
- First aid and care of critically ill and injured
- Treatment of common illness
- HIV, STIs and TB
- Capacity building of local partners
- Community mobilization
- Research projects
The Health Specialist’s core responsibilities will include but not limited to the following:
Objective 1: Management Of The Health Program:
- Follow up and ongoing analysis of the health and general context in Somalia.
- Definition, supervision and monitoring of Action Against Hunger Health programs, in compliance with Action Against Hunger’s and national guidelines and in coherence with identified humanitarian needs.
- Provision of continuous guidance and technical support.
- Design and ensure the use of Health program monitoring tools.
- Ensure compliance of programs in terms of achieving objectives in current grants.
- Follow up consumption and forecast of medical supplies.
Objective 2: Team Management
- Management and evaluation of Health program managers;
- Provision of technical and organizational support and trainings to the Health program managers.
Objective 3: Reporting
- Compilation, analysis and feedback on monthly and quarterly reports from the health and Nutrition program managers.
- Ongoing communication with Health advisor at HQ.
- Technical input in donor reporting.
Objective 4: Representation and Internal/ External Communication
- Represent ACF at national and regional level in health technical meetings in the absence of Nutrition and Health HOD.
- Participate in the external coordination with Health partners and governmental bodies and provide technical support and guidance in the Health sub-committee, working groups and cluster, where relevant.
Qualifications
- Bachelor of Medicine
- Further qualification in public health, Health systems strengthening or related subject is desirable.
- Excellent inter-personal, communications and representative skills (written, oral, cross-cultural).
- Ability to work with multi-cultural teams.
- Skills in training and management.
- Ability to manage own work.
- Flexibility and ability to work under pressure.
Skills and Experience
- Minimum 5 years field experience in health program in fragile context with weak health systems, ideally in a similar role.
- Minimum 2 years managing a team of health professionals is desirable.
- Good analytical capacity
- Conversant with Health Information Management Systems Data (HIMS)
- Competency in capacity building and team management initiatives.
- Computer skills : Word, Excel, and EPI info
- Excellent communication skills.
