Job Overview / Summary

  • The Coordination Manager will report to the Deputy Team Leader, however will be periodically supervised by the Team Leader.
  • She/he will be responsible for will have overall responsibility for coordinating, planning, monitoring implementation and reporting of the HeRoN project Yobe State.
  • The focus will be geared towards the partnership management at the state level. The incumbent will be responsible for ensuring overall coherence coordination of activities among all consortium members.
  • He/she will have a strong working relationship with the Consortium Team members for additional technical support.
  • The role requires extensive coordination experience and good understanding of organizational approaches, and understanding of working in a consortium led project.
  • The post holder will be expected to provide technical as well as coordination support to all partners in planning, implementation, monitoring, quality assurance and innovating with best practices related HeRoN.
  • She /he will work collaboratively with Consortium Team, Partners Project Implementation Teams, Finance and M&E and support partner officers at the field level.
  • She/he will be expected to communicate courteously on consortium performance and maintain positive relationships with program and support teams.

Major Responsibilities

  • Develop and maintain strong working relationship with the stakeholders at the state level, especially with the Yobe State Primary Health Care Development Agency and LGAs supported by HeRoN
  • Represent HeRoN in all relevant health, nutrition and technical forums in Yobe State
  • Work closely with the HeRoN partners to support them in coordination of the implementation of their plans
  • Monitor the implementation of the HeRoN activities
  • Ensure that detailed and feasible consortium implementation plans are developed that:
    • Provide clearly defined target,
    • Are in line with the needs on the ground,
    • Reflect in the state level strategic and annual operation plans, vi) and are in line with the budget;
  • Work with partners to document lessons learned that have implications for refinement of best programmatic practice.
  • In consultation with the Deputy Team Leader and Sr. M&E Manager, organize lesson sharing events to fertilize learning across different partners.
  • Support Sr. M&E Manager in project evaluations and surveys for the consortium.
  • In coordination with the consortium partners, enhance primary stakeholder ownership of program via community participation and consultation and use of participatory approaches.
  • Working closely with the Consortium Team Lead and Deputy Team Leader, contribute to quarterly report writing, forecasts and annual reports.

  • Indirect Reporting: Team Leader
  • Internal: IRC’s team of technical advisors, Senior Grants and Partnership manager and Sector leads
  • External: Consortium Partners, State SPHCDA, LGA Health Authorities

Qualifications

Education:

  • Advanced degree in Medicine and Public Health or other directly related health sciences identified in the title of the post. The degree must be directly related to the substantive area identified in the job description of the post.

Work Experience:

  • 5 years of increasingly responsible professional experience in the substantive area, of which at least two years in conflict-affected areas. Working experience in Yobe will be an added value.

Demonstrated Skills and Competencies:

  • Experience in Health systems and Coordination
  • Experience in Family Planning, Nutrition, and Emergency Obstetrics Care is essential.
  • Knowledge and understanding on quality of care, specifically client rights issues and BCC.
  • Understanding of Human Rights dimensions of RH/FP and gender.
  • Demonstrated expertise in the substantive area of work and strong programme experience.
  • Demonstrated ability to network within the development partners community.
  • Familiarity with management and monitoring tools is desirable.
  • Familiarity and knowledge of health/reproductive health programming with humanitarian and resilience angle – Experience in the humanitarian setting is an asset.
  • Ability to take initiative and independently respond to situations.
  • Ability to communicate effectively with managers, colleagues, partners, and clients.
  • Strong commitment to IRC’s mission, purpose, and values.

Language Skills:

  • Strong verbal and written communications skills in English. Knowledge of local language including Hausa is an added advantage

Working Environment:

  • This is a position for Nigerian Nationals. IRC will provide suitable workspace space in the Damaturu office, The salary is in line with national level package.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
