Summary

The HIV/AIDS Technical Director will be an experienced HIV/AIDS prevention and treatment expert to drive thought leadership for innovative HIV/AIDS programming for men who have sex with men, other LGBTI individuals, sex workers, people who inject drugs (PWID), inmates and other Key Populations (KP) in Rwanda. This position reports directly to the Chief-of-Party.

Essential Duties and Responsibilities

  • Provide expert technical assistance and capacity building including support for the design, implementation, and monitoring and evaluation of HIV interventions implemented by HAI and national and local partners, particularly for KPs;
  • Support HAI’s global teams to refine approaches for expanding KPs’ access to HIV prevention, testing, care and treatment services, and for reducing the stigma and discrimination that these populations face;
  • Build and maintain HAI’s institutional knowledge of current epidemiological, public health, and social science literature, trends, and responses, in order to recommend appropriate approaches and best practices;
  • Contribute to the development of HAI’s strategic approach to scaling up HIV/AIDS programs for KPs in Rwanda;
  • Remain informed on current state-of-the-art programs in international HIV/AIDS interventions, through the review of literature and articles, and maintains links with PEPFAR, CDC, CDC, UNAIDS, and other international bodies which specialize in this issue;
  • Serve as a focal point for cross-organizational learning in HIV/AIDS, assisting with the development of case studies of successes and lessons learned, and other publications to highlight HAI’s niche areas of expertise and value added;
  • Support the Director of Program Development to design, draft, and edit proposals related to HIV/AIDS;
  • Develop scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the Program Development team for grant and service delivery partners as required;
  • Develop guidance, tools, case studies, models, and other materials related to HIV/AIDS programming to promote learning across field offices, and to share HAI’s expertise with external stakeholders.

Qualifications

  • Master, medical, and/or doctoral degree in medicine, public health, nursing, or related field;
  • 10+ years of experience in global HIV/AIDs programming, including extensive experience developing and implementing health programs for Key Populations;
  • Demonstrated ability to train staff and implementing partners in health approaches;
  • Academic research experience.
