CHAI Ethiopia is currently carrying out a wide range of programs to support the Ministry of Health in improving access to and increasing the quality of health services. As one of CHAI’s largest field offices with more than 170 staff, the Ethiopia office operates programs across maternal, newborn and child health; HIV/AIDS; vaccines; Child Survival; Laboratory Service; Cancer; Health financing; Human resource for health (HRH) and Woreda transformation.

Position Overview: CHAI is seeking highly motivated individuals with outstanding credentials, analytical ability, management capabilities, and communication skills to serve as HIV Program Officer for CHAI Ethiopia’s HIV Access Program.

 

JOB SUMMARY: The HIV Program Officer will work on implementation of nationally adopted best strategies to ensure testing/new HIV case findings/, high-quality HIV treatments, adherence to ART, HIV treatment monitoring, uninterrupted supply of HIV commodities, and quality and strong data management systems. The HIV Program Officer efforts will prioritize children and adolescents but not limited to them. The Officer will work to implement current nationally and globally recommended HIV drugs and diagnostics are implemented at facility, woreda, zone, region, or national levels.

The officer will work closely with CHAI team mates, central, regional and facility level government and non-government stakeholders to ensure finding of more new HIV positive cases, link positive people to ART, improved adherence to ART, viral load testing access and uptake, strong data management systems, and uninterrupted supply of essential HIV commodities. He/She will provide support on data gathering activities to assist CHAI global teams with market monitoring & sustainability for HIV commodities; information dissemination activities to provide government and non-government partners with important HIV updates and clinical information; gap assessments to identify barriers to accelerated access for HIV testing and treatment; capacity building efforts on HIV related services at different levels of the health tier system.

The officer is required to travel about 75% of his/her time to regions, zones, woredas, health facilities and other areas to execute his/her roles and responsibilities.

JOB RESPONSIBILITIES:

  • Advises the HIV program and take a lead role on setting up process and systems to strengthen the HIV/ART services at facility, woreda, zonal, regional, and national levels.
  • Support health facilities, woreda health offices, zonal health departments, RHBs, MOH, EPSA, EPHI or HAPCO to strengthen targeted HIV testing, linkage to ART, access to optimal ART, ARV prophylaxis, adherence counseling, viral load monitoring, data capturing and reporting, and HIV products supply chain management.
  • Build capacity of ART providers, clinical HIV/ART mentors, or HIV program managers/officers at facility, woreda, zone, region, or national levels including MOH, EPSA, EPHI, HAPCO or other stakeholders.
  • Organize and provide trainings for health care workers, HIV program managers, or other responsible service providers on HIV testing, linkage into ART, preferred ART regimens, adherence counseling, viral load monitoring, data capturing and reporting, and HIV products supply chain management in general and pediatrics in particular.
  • Mentor health care workers and paramedics at health facility level on HIV/ART in general and on pediatrics ART in particular.
  • Participate in and support Technical Working Group/Task Force activities, review meetings, or workshops on HIV/ART in general and on pediatrics ART in particular.
  • Conduct need based or regular assessments on HIV/ART issues in general and on pediatrics ART in particular.
  • Collect and analyze data and prepare a report on the findings and recommendations.
  • Participate or form catchment area meetings that strengthening HIV services in general and on pediatrics ART in particular.
  • Support health facilities, WoHOs, ZHDs, RHBs, MOH, EPSA, EPHI, or HAPCO in the development and maintenance of high quality data management systems on HIV/ART in general and on pediatrics ART in particular;
  • Disseminate information from CHAI and other sources on HIV/ART and related updates or issues.
  • Support to ensure facilitated implementation  of national HIV treatment guidelines;
  • Conduct regular HIV/ART services gap assessments and identify areas of intervention for CHAI and other stakeholders.
  • Document and disseminate best practices by the program in overall implementation and on pediatrics ART in particular
  • Compile necessary reports for internal and donor’s consumption
  • Execute other works as advised by Program manager

Job Requirements

Qualifications: – The following are compulsory requirements:

  1. Educational back ground and certification:

o    Graduated in BSc in Clinical Nursing or Health Officer or Medicine (MD). Masters in public health will be a plus.

o    Received basic training on HIV/ART with acceptable certification.

Ø Submit valid certificates to prove your educational and training qualifications.

  1. Experiences:

o    As ART clinical provider, in general, and as pediatric ART provider, in particular, at least for two yearsAnd as Clinical ART mentor at least for three yearsAnd as HIV program officer or advisor or manager or any related tangible and practical experience on HIV and ART program in Ethiopia at least for five years.

o    As Clinical HIV/ART Trainer, providing HIV/ART trainings for health care workers for at least 5 years.

o    Experience in working with MOH or RHBs or other governmental or non-governmental HIV organizations/programs in Ethiopia.

Ø Submit valid certificates to prove your work experiences as mentioned above.

  1. Other required qualifications:

o    Proven knowledge on latest HIV testing, treatment and monitoring guidelines of Ethiopia.

o    Knowledge on the national HIV program, and the overall national health care systems.

o    Excellent oral and written communication skills

o    Fluent in English and Amharic. Fluency in regional/local languages is an advantage

o    Excellent computer skills, including MS Word, Excel, and Power point.

o    Proven skill and experience on assessment design, data collection, analysis and lucid report writing.

o    Willingness to travel 75% of his/her time to regions, zones, woredas, health facilities and other remote areas.
