The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is the global leader in the fight against pediatric HIV/AIDS and has reached more than 26 million women with services to prevent transmission of HIV to their babies. In 2015-2016, EGPAF supported activities in 19 countries and nearly 5,000 sites to implement prevention, care, and treatment services; to further advance innovative research; and to execute global advocacy activities that bring dramatic change to the lives of millions of women, children, and families worldwide.

EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence‐based HIV prevention, care and treatment interventions in 179 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centres for Disease Control and Prevention (PEPFAR/CDC) ‐funded HIV Service Delivery, Quality Improvement and Health Systems Strengthening Program. Position Details

Job Title          : HIV Testing Services (HTS) Technical Advisor

Reports to      : Senior Technical Advisor

Job Summary

The HIV Testing Services Technical Advisor will be responsible for developing strategies and monitor the implementation of HIV

Testing Services at EGPAF supported health facilities, in line with National guidelines and organizational strategic objectives.

Essential Responsibilities

  • Provide technical support and ensure provision of quality HIV Testing Services (HTS) in EGPAF supported facilities.
  • Conduct supportive mentorship visits to all EGPAF supported sites implementing HTS including HIV-Self Testing
  • Work jointly with HTS supervisors to ensure provision of quality HIV testing services
  • Support facilities in monitoring and tracking (on a monthly basis) of Rapid Test Kits (RTKs), and other supplies necessary for HTS delivery
  • Strengthen index client testing within supported facilities through VAPN, FRS and know your family/partner status initiatives
  • Participate in joint HTS supportive supervision visits together with the Ministry of Health and other stakeholders
  • Strengthen facility and community bidirectional referral and linkages
  • Ensure that health facilities are adhering to quality control practices such as proficiency testing and sit-in observations
  • Ensure facilities do have adequate HTS Standard Operating procedures and algorithms
  • Participate in SIMS assessment visits and follow up remediation as is required
  • Provide technical support and guidance in documenting and scaling up promising HTS practices in EGPAF supported districts.
  • Conduct ongoing training needs assessment and facilitation of the various HTS trainings
  • Develop and monitor the implementation of the capacity building plan (in terms of training, mentorship and coaching) at supported health facilities
  • Lead development of annual, quarterly and monthly HTS strategies and work plans
  • Conduct monthly HTS data analysis and compile timely reports to ensure real time data use for decision making at facility level and progress towards project targets.
  • Represent EGPAF in TWGs and other task force meetings related to HTS accordingly
  • Conduct other HTS duties delegated by the line manager from time to time

Education & Experience

  • Diploma in Clinical Medicine or BSC in Nursing.
  • MPH or Master’s degree in a health-related field is an added advantage.
  • Certified HTS supervisor and a National HTS Trainer
  • 5 years’ experience working as a supervisor in a PEPFAR supported program

Knowledge, Skills & Abilities

  • Flexible to work at odd hours and travel 40 % of the work time
  • Excellent computer skills in Microsoft word, excel, outlook and power point
  • Results oriented with a demonstrated ability to work effectively as a member of a dynamic team in a fast-paced environment and meet deadlines with competing
  • Strong oral and written communication skills

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a nonprofit organization dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention, care, and treatment programs. Founded in 1988, EGPAF supports activities in 19 countries around the world.

Elizabeth Glaser contracted HIV in a blood transfusion in 1981 while giving birth to her daughter, Ariel. She and her husband, Paul, later learned that Elizabeth had unknowingly passed the virus on to Ariel through breast milk and that their son, Jake, had contracted the virus in utero. The Glasers discovered, in the course of trying to treat Ariel, that drug companies and health agencies had no idea that HIV was prevalent among children. The only drugs on the market were for adults; nothing had been tested or approved for children.

Ariel lost her battle with AIDS in 1988. Fearing that Jake's life was also in danger, Elizabeth rose to action. She approached her close friends, Susie Zeegen and Susan DeLaurentis, for help in creating a foundation that would raise money for pediatric HIV/AIDS research.

The Pediatric AIDS Foundation had one critical mission: to bring hope to children with HIV and AIDS. Elizabeth made her first trip to Washington in 1988, when she met with President and Mrs. Reagan, representatives at NIH, and members of Congress. In 1989, the Foundation held its first fundraiser and awarded its first grant for research on the immune dysfunctions in children living with HIV. Dozens more Washington trips and research grants followed.Elizabeth lost her own battle with AIDS in 1994, and to honor her legacy, the Pediatric AIDS Foundation was renamed the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF). Under this name, EGPAF has become the leading global nonprofit organization dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention and treatment programs.Elizabeth’s legacy lives on in her son, Jake, who is now a healthy young adult.
