BACKGROUND
The importance of human capital as a driver of economic growth is a key message from the World Bank’s recent report, The Changing Wealth of Nations. This report includes human capital for the first time in national wealth accounting, while the Bank’s Human Capital Index helps low income countries identify where they rank in human capital development relative to other countries. Taken together these resources not only define human capital as the cumulative sum of acquired skills, knowledge and abilities, but they also demonstrate to governments, international development agencies, and stakeholders the importance of cross sectoral coordination between technical sectors that bear particularly high responsibility for human capital development, and the f uture productivity of the workforce. Education and health are identified as two key sectors that contribute to the skills, health and productivity of workers.

Responding to USAID Africa Missions seeking practical guidance on cross sectoral coordination and building human capital (an important element in the journey to self reliance) AFR/SD synthesized new research evidence that justifies increased collaboration between health and education in a report entitled Maximizing Human Capital by Aligning Investment between Health and Education. This report analyzes how key health and education investments have the potential to maximize human capital in low-resource settings especially if they are made in a well-timed and coordinated manner. Analysis in the report draws upon two recent major reviews of human development, references 136 original scientific papers and sources, and is informed by qualitative interviews with 24 experts across 17 institutions. The report provides an overview o f the accumulation of evidence validating the high value of coordinated programming and investment between education and health sectors in developing countries. Therefore, it is important to discuss what further actions ministries of health and ministries of education can take to align investments and efforts to improve the human capital potential of its population, and how USAID (among other development agencies) can support those efforts. Current USAID resources to support coordination between health and education investments are lacking.

Importance to USAID’s investment in human capital and journey to self-reliance:

The international community, including USAID, has deep interest in human capital because it is the primary economic contribution to a developing country’s journey to self-reliance. The increasing recognition of the importance of human capital has led the World Bank to develop a Human Capital Index (HCI) to measure the extent of human capital investment in developing countries, and compare this dimension of human development from one country to another. Operationalizing the USAID report will help USAID Missions in Africa support host country governments that seek to invest in their own human capital development, on their journey to self-reliance.

USAID seeks a consultant team consisting of:
* a senior advisor on health or education, and
* a mid-level professional with expertise in health or education.

The team will provide advocacy and technical direction to USAID’s Africa Bureau on strategies to coordinate investments in health and education, and develop tools and approaches that are aligned with Agency policy and guidance. These tools and approaches will enable USAID Missions in Africa to operationalize the report Maximizing Human Capital by Aligning Investments in Health and Education (MHC). The mid-level consultant will be required to support USAID Africa Bureau staff to work with USAID Missions seeking to implement tools and approaches at country level.

The consultant is needed to:
* Develop an addendum to the current MHC report to add statistical examples from Africa region and provide programmatic best practices with a focus on results and impact that will advance the USAID framework on the Journey to Self-reliance.
* Develop tools and “how to” notes that provide USAID/AFR Missions with concrete materials and approaches for applying key lessons of the report.
* Develop a 2 hour curriculum to train USAID/AFR/Washington staff to support USAID/AFR Missions using tools developed.
* Deliver two webinars for USAID/AFR missions (and other development partners as appropriate) with a power-point presentation of analysis, findings and recommendations in USAID MS PowerPoint template: Standard Definition (4:3) or High Definition (16:9).
* All visuals (charts, infographics, maps, etc.) created for the report or other deliverables will be provided to USAID as stand-alone deliverables in PNG format, a minimum 400 KB in size.

Key Deliverables:
* Consultant work plan identifying key activities.
* One 25-page addendum to the 2018 Africa Bureau report Maximizing Human Capital, that details Africa-specific evidence; with presentation of findings to USAID staff, providing PowerPoint slides electronically. The report should follow the format and USAID Style Guide, as per the original 2018 report linked here: Maximizing Human Capital by Aligning Investments in Health and Education.
* Prepare A guide (“how-to” notes) on integrating or coordinating health and education investments including USAID examples, tailored to USAID Missions/country strategy processes (CDCS development), and project funding and procurement processes in USAID Missions for Programnet. The document should follow the format and style of the linked example: https://www.google.com/url?q=https://programnet.usaid.gov/system/files/l…
* A set of illustrative indicators to measure the impact of coordinated investment in health and education programs to enhance human capital development.
* Together with AFR/DP, or AFR/SD participate in at least three VTC or teleconference virtual meetings with AFR/Missions interested in coordinating health and education investment in their CDCS, or project activities.
* Two webinars for Missions interested in coordinating health and education investment into their CDCS, or project activities. (Webinar to be delivered via AIDConnect, a USAID-specific version of AdobeConnect.)
* Provide recommendation how the materials from the webinars could be turned into training that would receive continuing learning credit.
* Prepare at least two blog posts /newsletter articles relevant to the work of the project for publication under the name of senior USAID staff ( Baobab newsletter and publication on LearningLan and EdLinks).

One summary report to document lessons learned throughout the course of the project, including AFR/Mission interest and/or demand, and uptake of tools to coordinate health and education programs in order to increase human capital.

The project team should comprise the following expertise and skills:
* Consultant technical advisor with senior level technical expertise in health and education;
* Consultant writer with master’s or graduate degree in education or in health, including public health;
* Must have expertise in cross-sectoral programming specifically in health and education;
* Knowledge of international development in the education, health, and/or other sectors;
* Familiarity with USAID technical approaches as well as planning processes;
* Previous experience working on USAID or other donor-funded research or program analysis;
* Expertise in education and/or health in sub-Saharan Africa;
* Experience in qualitative research methods;
* Experience working on a team to conduct research and deliver written and oral products.
* Minimum of five years technical writing experience;
* Strong planning and organizational skills required;
* Sub-Saharan Africa experience preferred.
