Core Purpose

Acts in the Role of HR Officer in a Country Role: Manages and provides support services to the organization’s programme within the human resources function. The CO Human Resource Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counselling.

Specific duties and responsibilities: 

  • Provide timely and consistent HR data for the Country office to facilitate the preparation and dissemination of HR reports.
  • Work closely with various departments, to assist line managers to understand and implement policies and procedures;
  • Provide advice and assistance with writing job descriptions for vacant positions
  • Submit HR recruitment / contracting requests for approval in line with the Authority Structure
  • Coordinate timely induction programmes to adequately facilitate learning and settling in of new staff to the people, processes and procedures
  • Analyse training needs and development opportunities in conjunction with departmental managers.
  • Coordinate the effective implementation of the annual performance management process by line managers in line with agreed timelines
  • Perform other tasks as required

Job Requirements

Pre-Requisites

Education, Knowledge & Professional Experience

  • Bachelor’s degree/Master’s degree in human resource management or related discipline
  • Minimum 5 years’ experience within a human resources environment in international organization
  • Excellent organisational skills and the ability to understand detailed information
  • Excellent interpersonal skills to form effective working relationships with people at all levels
  • Strong analytical, conflict resolution and problem solving skills
  • Ability to analyse, interpret and explain employment law
  • Strong integrity and approachability
  • Cross-cultural awareness and understanding of work issues
  • Willingness to adhere and commit to CBM values and Child Protection Policy

Languages

  • English (professional proficiency)
  • Local Language (professional proficiency / advantageous)
  • Tools
  • Good knowledge of MS Office (particularly advanced Excel skills)
  • IT Literacy

CBM (previously Christian Blind Mission) is an international Christian development organisation, committed to improving the quality of life of people with disabilities in the poorest communities of the world. It is considered one of the world's oldest and largest organisations working in this field.[citation needed] CBM was founded in 1908 by the German pastor Ernst Jakob Christoffel, who built homes for blind children, orphans, physically disabled, and deaf persons in Turkey and Iran. Initially CBM's efforts were focused on preventing and curing blindness but now cover other causes of disability.

CBM targets the people affected by disability by supporting local partner organisations to run programmes in the fields of healthcare, rehabilitation (community-based rehabilitation - CBR), education and livelihood opportunities. CBM also advocates for disability inclusion following UN guidelines in international policy-making bodies, and campaigns and raises funds through its member associations. CBM has an emergency response team to respond to conflicts and natural disasters.

CBM reached more than 31 million people in 2012. It supports more than 700 partner-projects in 70 countries and works with various partner organisations, including disabled people's organisations, mission agencies, local churches, self-help groups and relief agencies. It has (as of 2012) 11 member associations in Europe, North America and Oceania.
