ROLE PURPOSE:
Assist to ensure the proactive, effective and efficient implementation of Save the Children’s Human Resources systems, policies and procedures in order to support overall objectives and the smooth running of the organisation.
KEY AREAS OF ACCOUNTABILITY:
Payroll Administration
- Responsible for running the monthly payroll preparation using Belina Payroll system.
- Process all statutory remittances e.g. PAYE, NSSA, NEC on time and to liaise with relevant bodies on same.
- Ensure monthly payroll data and reconciliations are prepared as per required by policies and procedures
- Responsible for periodic renewal of the payroll licence in liaison with Belina Time Systems, administrating effective and efficient use of payroll system and updating as per new labour laws.
- Administer the Staff Health Insurance scheme in close collaboration with Steward Health.
- Administer the Funeral Assurance Scheme in close collaboration with Nyaradzo Funeral Assurances
- Administer the Life Assurance Scheme in close collaboration with Fidelity Life Assurance.
HRIS Management & HR Agresso
- Responsible for HRIS and HR Agresso and ensures that information is, accurate, updated and easily accessible; and ensures regular compilation and maintenance of records and reports concerning personnel related data that includes hires, terminations, transfers, performance reviews, trainings etc.; drafts correspondences, documents and report in established formats some of which are confidential
Effort Reporting
- Responsible for submissions of timely timesheets and circulate weekly regular reminders to staff, ensures proper coding and liaises with direct reports regarding the approval process.
- Liaising with finance on the preparation agresso staff IDs which is ultimately used by staff for preparation of the timesheets by the existing and new staff;
Recruitment Process
- Assist Human Resource Manager (HRM) in recruitment efforts specifically in the preparation of documentation for interviews, making interview calls, feedback to interviews and carrying out reference checks
- Assisting HRM with orientation programs
Leave Management
- Supports in closely liaison with the Finance team in annual leave reconciliation
Staff Benefits
- Administer staff health and safety, wellness, social security and any other staff benefit schemes (Registering staff, facilitating activities, claims processing and any related activities)
- Responsible for exit formalities i.e. staff clearance/exit interview forms, preparation of certificate of service.
- Assists with preparation of staff separation benefits.
Record keeping
- Ensures that all personal files and administrative records are complete and kept up-to-date according to the HR FILE AUDIT checklist.
Drafting of correspondence
- Circulating probation reminders, drafting of confirmation letters for staff whose probation fall due and have been recommended for confirmation;
- Drafting staff contracts, offer letters, including HR correspondence of employment.
Other HR duties
- Coordinate relocation arrangements for all new hires and transfers
- Assist coordinate team building activities for the organization
- Monitoring of employee contracts & updating the database accordingly for sharing with HRD as agreed. Vetting new staff, volunteers and consultants
- Liaising with relevant personnel in the preparation of office space and creation of official email addresses/accounts for new staff respectively;
- Coordinate the arrangement of Laptops, phones and staff IDs for new staff.
QUALIFICATIONS
- A minimum of an HND in Human Resources Management. IPMZ an added advantage.
- Belina Payroll certificate
- At least 3 years’ experience in a similar position covering all Human Resources functions. Experience in an NGO environment will be an added advantage.
- Knowledge and experience in application of Zimbabwean Labour laws and employee relations in a multi-cultural environment.
EXPERIENCE AND SKILLS
Essential
- Practical and well-grounded experience in using Belina payroll and Human Resources Information Systems(HRIS) data bases is essential.
