UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Under the direct supervision of the Operations Manager, the Human Resources (HR) Associate serves as a member of the operations team and executes the full range of HR services ensuring their transparency and integrity. The HR Associate promotes a collaborative, client-oriented approach and promotes the maintenance of high staff morale.

In performing his/her tasks, the HR Associate ensures compliance with UN Women policies and regulations; accountability to organizational values and principles; and an enabling work environment in which staff potential is maximized. The HR Associate works in close collaboration with the operations, programme and project teams in the regional office and operations staff in other UN Agencies, UN Women Country Offices within the region and HQ staff to successfully deliver operations services.

Duties and Responsibilities

Administration of human resources:

  • Under guidance organization of local recruitment processes including initial rough drafting of the job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels;
  • Assist the Operations Manager in overseeing the operational and staffing requirements with responsibility in the areas of personnel administration for international and nationals, as appropriate (e.g. renewal of UNLPs, visas; extension of contracts, administration of national benefits and allowances; administration of home leave entitlements; etc.);
  • Assist the Operations Manager in the preparation and monitoring of the Office Plan; in responding to audit findings and recommendations; monitoring compliance with the RCA and staff learning and development (training and workshops);
  • Ensure that tools and mechanism for effective and efficient monitoring of personnel activities including monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments, and separations are implemented in Atlas;
  • Prepare personnel related reports; research and draft responses to inquiries for clearance by the Operations Manager;
  • Maintenance of the staffing table and organograms and monthly share staffing table with HR HQ;
  • Liaise with the Human Resources Section at HQ in HR administration and staffing related matters and local UNDP HR as necessary;
  • Maintain accurately and up to date personnel status files in a confidential and secure manner;
  • Assume overall responsibility for attendance and leave management; record management (filing and archiving system); and mail and pouch.

Facilitation of knowledge building and knowledge sharing:

  • Facilitate the organization of training for the operations/ projects staff on HR issues;
  • Sharing of lessons learned and best practices in HR;
  • Sound contributions to knowledge networks and communities of practice.

The key results have an impact on the overall effectiveness of the Country Programme implementation and on the efficiency and effectiveness of the human resources of UN Women. The key results also impact on the image of the organization and its ability to deliver on its mandate.

Experience:

  • Six years of progressively responsible in HRM administrative experience is required at the national or international level;
  • Experience in contract administration, training, staff development, counseling etc. is very relevant;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management systems.

Language:

  • Fluency in English and Arabic is required;
  • Working knowledge of another official UN language is an asset.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.
