In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi in the district of Yumbe, West Nile sub-region, northern Uganda, where the French section of MSF has been present since 2016. The fact-finding mission has led to an intervention proposal to progressively take over all the MSF activities at Bolomoni HC III (Health Centre level 3) as well as their outreach activities in Bidibidi refugee settlement by the end of the year 2017.

MSF handed over the OPD activities to MdM in July 2018. MdM took over the IPD activities in January 2019. Then a two-year transition process will start leading to a handover of Bolomoni HC III to the Yumbe District Health Office by March 2021 at the latest.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you have the administrative and human resources (HR) responsibility of the programmes according to MdM and donors standards.

More specifically, your responsibilities are to:

Human resources management and training

Follow up and revise HR-related procedures and policies (such as a HR Field Manual)

-Contribute to the implementation of the internal working rules according both to Ugandan labour laws and MdM rules, ensuring local staff are trained and advised

-Support the mission for the recruitment processes

-Supervise the HR database management and supervise the monthly payment of salaries

-Handle together with the general coordinator any disciplinary actions that might be needed

-Draft and follow up the mission’s training plan and ensure that annual appraisals are done

-Implement systems to improve communication with staff and address their grievances

-Participate with the general coordinator to set up and update the organisational chart

-Support the general coordinator regarding the implementation of all the policies related to protection against sexual exploitation and abuse (PSEA)

Be responsible for training, coaching and supporting national staff with the overall management of HR and administrative and legal aspects of the projects

-Develop a training plan for national staff and support especially supervisors in their staff management duties

Finance and administration

-Manage the HR budget and work closely with the finance coordinator to ensure that the organization finances are maintained in an accurate & timely manner

-Input into monthly forecasts and any budget revisions of the project and coordination budget

-Ensure HR transactions are properly recorded on paperwork such as mission requests, payment request forms, etc.

-Be a signatory to the bank account to approve and authorise payments

-Work closely with the finance coordinator to ensure that payments of all local taxes, especially with regards to staff, are made

-Manage the filing, storage and security of HR documents

-Supervise the visa processes and registration of MdM expatriate team

-Ensure the respect of the legal and administrative procedures and the compliance to Ugandan laws for all aspects of the mission, especially with regards to HR & labour laws

-Support the general coordinator regarding all legal and registration issues

-Work closely with the mission and HQ legal advisors with regards to contracting and other labour issues

CONDITIONS OF EMPLOYMENT:

Duration : 6 months
Starting date: as soon as possible
Gross monthly salary: 2 763 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year

SKILLS AND EXPERIENCE NEEDED:

At least 3 years of working experience in a humanitarian context as support services, HR or administrative coordinator
Capacity building experience is a must
Experience with an East African context and/or health programming would be an asset
Good ability to work quickly, under pressure, and with short and competing deadlines
Ability to draft concise and effective policies
Good ability to manage priorities and to adapt them daily according to the context
Willing to work in challenging situations, ability to get on well with colleagues and follow rules and regulations
Languages : English is mandatory

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
