Summary purpose and objective of role:

Options Consultancy seeks a consultant to support the Nandi County Directorate of Human Resources (DOH)to develop the HRH Strategy to guide the devolved management of health workers, in line with the National Human Resource for Health Strategic Plan and World Health Organization (WHO) guidelines and recommendations on HRH.

The overall purpose is to lead the development of a comprehensive HRH Strategy (2020-2022) for Nandi County and guide the County DOH to identify HRH gaps, prioritise interventions, and develop and implement a plan to improve the management of the county’s health workforce.

Specific tasks include.

· To carry out a participatory HRH SWOT analysis.

· To undertake a situation analysis of the county context as it relates to HRH

· To carry out desk analysis of existing HRH data

· To undertake primary data collection and analysis to complement and triangulate desk review data

· To advise on expected HRH challenges and projections for future HR needs based on different scenarios

· To facilitate the costing of projected HRH needs.

Person Specification:

To succeed in this role, you will have:

· Master’s degree in Human Resources Management, Organizational Development, Health Policy, Public Health, Health Services Management

· Minimum of 10 years of post-qualification experience around HRM in Health Sector

· Previous experience in providing technical support to counties on HRH issues including drafting HRH strategy/policy

· Understanding of Maternal and New-born Health Systems issues in Kenya

· Experienced in developing and maintaining effective partnerships and networks with key stakeholders.

· Excellent report writing skills, with proven ability to write clearly and succinctly

· Strong skills in group facilitation; able to solicit and internalize feedback

· Demonstrated knowledge of the political economy of HRH issues in Kenya’s devolved health sector.
