Mission

The position of HRIS Project Manager is dedicated to manage and oversee the implementation of the future HRIS platform for the HR department at WaCA – for our missions and headquarters.

Objectives

Introduction:

As part of the effort of enhancing and improving the digital tools and platforms of the Human Resources department at WaCA and enabling the Human Resources management team to become

autonomous and more efficient under the responsibility of the Director of Human Resources, this position has the pivotal role of implementing, in close collaboration with different department or services (Digital Transformation team, IT team, Finance team …), a solution covering all MSF WaCA entities.

Overall key activities:

HRIS Project Manager is an expert in her/his field. As such, s/he has to perform several tasks that are essential for the smooth running of the project. S/he must:

  1. Thoroughly analyze MSF WaCA’s HRIS ERP needs
  2. Define the HRIS needs and requirements
  3. Manage the implementation service provider and dedicated team
  4. Manage the testing and rollout of the HRIS

Main responsibilities / Activities

Design the future ERP-type Human Resources Information System for our missions and headquarter.

  • Engaging in value-adding business and application consultancy that meet our internal needs: business process analysis and consultation.
  • Understanding and analyzing the business model, diagnose and identify opportunities to gain through AI and digitization of processes
  • Determining and defining project scope and objectives for digital initiatives or other special projects in the HR department, as they relate to the HRIS platform
  • Animating the project through the Steering committee animate with updates on a consistent basis about strategy, adjustments, and progress
  • Ensuring proper collation of the information from interviews into business specifications and analysis in collaboration with the Digital Transformation team, the IT team and other stakeholders
  • Defining functional requirements and design documents that developers can use for enhancements.
  • Finalizing and sign-off on FRD (Functional Requirements Documents) and FDD (Feature- Driven Development)
  • Ensuring user-friendly requirements, functionalities and tool/platform interfaces.
  • Ensuring the consistency between entities on functional and technical needs
  • Identify gaps and opportunities for of the HRIS platform
  • Coordinate the work of internal and external contributors on the functional and technical scope of the project
  • Utilize industry best practices, techniques, and standards throughout entire project execution
  • Preparing development progress updates and documenting all ERP HR processes.
  • Adhering to organization policies and industry regulations.

Manage resources

  • Predict and manage resources needed to reach objectives
  • Manage people dedicated to the project if any
  • Prepare and monitor budget based on scope of work and resource requirements
  • Develop and manage a detailed project schedule and work plan
  • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables
  • Measure project performance to identify areas for improvement

Develop Training, Documentation and capitalization

  • Design and monitor the communication plan and change management to create acceptance
  • Design and ensure the training of final users
  • Develop user-friendly guidelines

  • At least three (3) years of previous work experience in Human Resources Information Systems, Information, Computer Science or Business Management or relevant experience in organization-wide deployment of an ERP
  • As an asset:
    • Experience in implementing and/or supporting Human Resources ERP applications
    • Experience in project management leadership
    • Experience with an international development organization
    • Proficient with Microsoft Office tools
  • Working knowledge of Power BI

Languages

  • Both working proficiency in English and French

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
