Tearfund is offering an exciting opportunity for an experienced professional Human Resources Manager who will be responsible for the overall delivery and high-level standards of HR services, policies and programs for the CAR program. This includes, guiding and supporting the Country Director and Senior Management Team (SMT) on HR and legal matters.

Based in Bangui (but with frequent field visits especially to TF bases in Mbaiki, Bambari and Alindao etc.), the HR Manager is primarily concerned with strategic advice, guidance and leadership across the country on all aspects of Human Resources risks and strategic areas; and ensures that the organization operates in accordance with Tearfund, donor standards and government requirements. The role supports the Country Director in achieving strategic human resources objectives, managing and contributing to the achievement of country objectives; and maximizing the contribution of individuals and teams to the achievement of country program strategies, plans and priorities.

Do you have an HR degree and/or equivalent level of experience and training in several areas relevant to human resources management?

Do you have:

  • Substantial and proven experience in human resources management, legal compliance and organizational development?
  • Extensive working experience as head of the Human Resources department in an international NGO within ECA Region?
  • Proven experience in providing proactive and professional human resources and legal compliance services and advice on all operational matters, including organizational design and change management, development of strategic policies and procedures in HR, performance management and evaluation, employee relations and dispute management, payroll management, HR and administration processes, recruitment and selection, training and development, prevention and legal and compliance risk management?
  • Experience in learning and development, training and facilitation?
  • Proven experience in developing job descriptions, conducting job analyses, evaluating jobs and designing salary scales and structures?
  • Proven experience advising management on restructuring and layoffs?
  • Experience working with HR and payroll management
  • Experience in overseeing staff welfare and duty of care?
  • Experience working in a team environment, including working in fast-paced environments and emergency situations?
  • In-depth skills and abilities in understanding the complex principles and practices of human resources strategies and processes, labor law, tax law, judicial procedure and registration procedure of international NGOs in CAR?

Do you have the following skills/abilities ?

  • Strong analytical skills to collect, process and interpret various types of data related to compensation and benefits in CAR.
  • Ability and willingness to learn, unlearn and relearn to adapt to changing context.
  • Thorough understanding of negotiation techniques.
  • In-depth understanding of workplace dispute resolution and compensation and benefits administration in CAR context.
  • Ability to demonstrate tact, calm and persuasion in controversial and/or conflict situations.
  • Strong analytical skills and organizational skills.
  • Influence, diplomacy and networking skills.
  • Excellent interpersonal and problem-solving skills.
  • Excellent French and working English skills in writing and speaking
  • Coaching and presentation skills.
  • Awareness of intercultural work and unconscious bias.
  • Ability to set priorities and meet deadlines in a changing environment.
  • Ability to think strategically And to act on its own initiative, within specified limits.
  • Ability to analyze situations and make independent judgments.
  • Ability and willingness to contribute to the global HR agenda and the organization in general.

It is a member of the Disasters Emergency Committee.Tearfund supports poor communities, marginalised groups, vulnerable adults, children, churches, education, HIV victims, conflicts, injustice, hunger, water and sanitation.

The charity was created out of the Evangelical Alliance (EA) and the Evangelical Refugee Fund created by the United Nations.

The organisation was originally called The Evangelical Alliance Relief Fund Committee (abbreviated to TEAR Fund).

George Hoffman headed up the fund.[In January 1969 Cliff Richard did two fundraising concerts for Tearfund at London's Royal Albert Hall.:29 He has served as the charity's Vice President and in 1999 served as its president.In 2009 Richard gave the proceeds of his first 50th anniversary concert in Wembley Arena to Tearfund.

Tearfund was registered as a charity on 6 March 1973.

Tearfund Ireland was launched as an independent charity in 2008 and now works closely with Tearfund UK as a sister organisation.
