Plan International Cameroon is seeking to recruit interested candidates to fulfill the position of Human Resources Officer that will provide support to the country’s human Resources operations in the field and Country Office.

Dimensions of Role:

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

  • Area of Responsibility – Maroua & Garoua Implementation Units

Typical Responsibilities – Key End Results of Position:

“What” is done and “why”, but not “how”; include indicators for success

  • Provide support in staff recruitment activities (job vacancies…)
  • Control the operation of the Human Resources Information System
  • Assist in the development, implementation, monitoring and evaluation of staff training and development programs
  • Support in managing staff appraisals
  • Manage the updating of all staff files
  • Support in conducting employee morale surveys to advise management on appropriate change management interventions
  • Manage staff leave records
  • Monitor HR annual budget
  • Ensure adherence to HR policy and practices, consistent with global policy and compliant with local statutory and legislative requirements.
  • Ensure gender mainstreaming and maintain gender sensitivity towards staff and Plan associate
  • Fulfill Plan’s Child Protection Policy at all times
  • Maintain and update a summary of the labour law for quick reference in supporting staff understanding and compliance
  • Administer employee orientation/induction and other learning programmes and make recommendations for necessary changes
  • Maintain good relationship with the National social insurance funds
  • Ensure each Plan office is equipped with appropriate health and security facilities as per the labour code
  • Ensure the timely preparation of staff salaries and termination benefits where necessary
  • Up-date the HRIS as appropriate
  • Perform any other duties that may be assigned from time to time.

Dealing with Problems:

Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them

This includes how much freedom the position has to make decisions; for example, “may approve invoices up to $1,000.”

  • Provide sensitization for staff to ensure compliance with policies and procedures to ensure smooth implementation of the country’s people and culture functions as per requirements of the HR Strategy, FOB and other organizational policies and procedures
  • Participate and support in evaluation and investigation to have information on staff issues and in implementation of activities to address and promote staff retention and performance improvement
  • Work with minimum supervision
  • Analyse issues and refer to higher (CHRM) Manager for approval

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

  • Maintains high contact with all staff from the program unit and country offices to offer support for understanding and implementation of HR related activities
  • Low contact with Plan partner organizations to offer support for human resource activities

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Gained through education, training, & experience

Qualification and Experience

  • Degree in Human Resources or equivalent
  • At least 3 years of experience working in an HR generalist role or administration
  • Good written and/or spoken English language
  • Experience working on emergency context will be an asset
