TITLE: Human Resources Officer

TEAM/PROGRAMME: CO HR Team

LOCATION: Abuja

CONTRACT LENGTH: Open Ended

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Human Resources Officer provides support and assistance for the development and management of Human Resources functions, for the development and maintenance of policies & procedures and for the promotion of its Child Safe Guarding Policy.

SCOPE OF ROLE:

Reports to: Human Resources Manager

KEY AREAS OF ACCOUNTABILITY :

HR Operations

  • Maintain hard copy personnel filing system and monitors staff file dizitization initiatives.
  • Assist with the collation of CO and Field office recruitment documents for CD sign off.
  • Partner with the HR Manager to roll out all key people processes (performance management, compensation, benefits, development programs, etc).
  • Monitoring global inductions
  • Archive personnel files (hard and digital copies)
  • Support the unit’s meetings, and other HR events
  • Support the field offices in coordinating HR key activities
  • Consolidate and follow up with annual leave planning.
  • Process payments for HR-related expenses and keep records accessible for audit checks.

Payroll Management

  • Process monthly payroll schedule for staff which includes application of payroll components
  • Adequately document terms of compensation and payroll changes using payroll processing variation forms
  • Collaborate with the Finance unit to ensure monthly payroll cycle is complete

Recruitment

  • Receive applications from prospective candidates on SCI Recruitment Portal and other job boards and maintain an applicant database
  • Support and coordinate the recruitment process by making the longlist, liaising with candidates, setting up interviews and tests, planning agendas, following through with references, negotiating offers for prospective staff and other administrative checks etc.
  • Develop a standard induction pack and maintain an induction schedule for new staff
  • Participate in the planning and facilitation of Global Inductions for new hires within Save the Children in Nigeria on a monthly basis
  • Collaborate with all teams to provide services to employees and consultants
  • Conduct contract management and onboarding of staff to ensure adequate service delivery for exceptional employee experience and efficiency
  • sManage and update a consultancy database with a fee tracking and task completion system

Human Resource Management

  • Assist the Human Resource Manager in the development of annual needs for development/training through the formal performance review process
  • Identify training courses and their costs and maintain a list of available courses
  • Research training opportunities as prioritised by the SMT or as requested by supervisors.
  • Provide support to supervisors to arrange training opportunities for staff
  • Preparation of consultancy contracts for national and international consultants as well as keeping an updated and accessible database of consultants in line with acceptable SCI procedures
  • Assist in managing staff financial and non-finaicial staff benefits

Representation

  • Assist HR Manager in developing and maintaining contacts with other key INGO players to undertake a regular review of their terms and conditions and suggest best industry practices.
  • Assist with the analysis of HR needs of a programme and look for sustainable solutions. Provide a generalist HR service to managers across a full range of HR issues
  • Assist with representing SCI externally through correspondences

Other

  • Assist the HR Manager to plan wellness activities for staff in the Nigeria country programme
  • Coordinate the travel arrangements of the HR Team.
  • Any other duty assigned by line manager.

QUALIFICATIONS

  • Education Level – Bachelors Degree
  • Specified Study Area – Human Resources/Administration/Social Sciences or prior experience in Human Resources

EXPERIENCE AND SKILLS

  • Have at least 2 years of relevant working experience
  • Experience in NGO sector will be an advantage
  • Excellent computer skills, knowledge of Human Resources Information Systems (HRIS), Excel and demonstrated skills in database management, payroll management and record keeping
  • Adequate ability to maintain confidentiality
  • Good knowledge of computer skills (Microsoft Office Environment)
  • Good communication skills (written and spoken)
