Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Resources Management Officer (RMO), with the technical oversight of the Regional Human Resources Officer (RHRO) and in close collaboration with the Department of Human Resources Management (HRM) at Headquarters (HQs), the Manila Administrative Centre (MAC) and Panama Administrative Centre (PAC), the successful candidate will be responsible for coordinating the Human Resources (HR) functions of the Country Office (CO) in Dakar, Senegal.

Core Functions / Responsibilities:

  1. Review and monitor the Human Resources Management function in the Mission in accordance with the Organization’s policies, procedures and practices. Interpret and apply IOM’s Human Resources policies, rules and regulations, as well as standards and techniques considering the Mission’s activities.
  2. Provide verbal and written explanations to staff and managers on HR matters.
  3. Undertake all human resources administrative transactions, including preparation of personnel actions, updating PRISM HR, and processing of contracts for both the Regional (RO) and country offices (CO); Monitor and ensure effective administration of the PRISM HR Organizational Management module.
  4. Prepare the monthly payroll for national staff both in RO and CO and perform related administrative actions.
  5. Ensure the accurate maintenance of personnel files and attendance records of national staff (both for RO and CO) and in line with organizational standards.
  6. Track contractual situations and administration of entitlements of local staff (including, inter alia, health insurance and Compensation Plan (CP) inclusion, step increases, family allowances, etc.) as well as requests for promotions, recruitment, separation, etc. and take necessary actions.
  7. Identify staffing issues and update project staffing tables, including vacancies and use of temporary assistance to meet exceptional work requirements. In consultation with line managers, monitor and evaluate staffing needs and facilitate effective workforce planning.
  8. Support line managers in the recruitment processes for locally recruited personnel. As required, assist with the recruitment of international personnel.
  9. In collaboration with the RHRO, monitor compliance with the Staff Evaluation System (SES) within the Country Office and encourage timely completion of the performance management process in line with organizational deadlines. Provide information to all staff in the country office on business-related issues; As required, facilitate performance management discussions between staff and supervisors.
  10. Discuss audit recommendations on HR matters and, in coordination with the RHRO, implement them upon instruction within the HR function.
  11. Deliver induction and other forms of trainings to staff in Senegal.
  12. Participate in providing guidance/support and respond to administrative queries.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Resources, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in Administration and Human Resources Management;
  • Familiarity with UN common system or similar systems;
  • Knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection practices and training programmes;
  • Ability to prepare clear and concise reports, and effectively coordinate human resources and administrative activities;
  • High level of computer literacy. Good knowledge of MS Office. Knowledge of SAP (PRISM HR) a distinct advantage;
  • International HR experience in other IOM missions/ countries is an added advantage.

Languages

Fluency in English and French is required.
