Program / Department Summary

Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of approximately 250 people working in North and South Kivu Provinces. Mercy Corps’ national office is in Goma with a provincial office in Bukavu and field offices in Mweso, Kiwanja, Kitsganga, Bunia, Kavumu and Katana. With the overall country goal to support vulnerable communities through crises, while fostering programs that build resilience and promote long-term change, Mercy Corps’ key programming areas include a combination of longer-term development and immediate humanitarian response programs in order to: 1) Improve water service delivery and ensuring equitable access to Water, Sanitation and Hygiene services, in urban and rural areas; 2) Improve food security and nutrition; 3) Promote diversified livelihoods, economic recovery and development.

General Position Summary

The Human Resource Officer – Systems and Development (HR Officer) is responsible for the development, roll-out and implementation of a career development strategy for Mercy Corps DRC. The HR Officer will also implement Human Resources management and decision-making tools. He/She will provide analytical data and support the development and implementation of a country-wide change in the management of our local talent as well as provide punctual support in other field offices. The HR Officer is highly motivated, an effective communicator, self-driven and able to move forward with tool and strategy development with punctual support; and is able to work remotely with internal and external stakeholders to achieve common objectives.

Essential Job Responsibilities

Strategy & Vision

  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
  • Support the development of a countrywide Human Resources career development strategy.
  • Support the data collection and analysis on the impact of current Human Resources processes.of
  • Support the revision of the Human Resources department strategy planning for the next 2 years.
  • Develop and organize approaches to better understand and support Human Resources career development.

SYSTEMS MANAGEMENT

  • Oversee the implementation of the new Human Resources career development systems and HR data management.
  • Ensure that this implementation is consistent with Mercy Corps’ relevant guidelines, principles, values, quality standards and strategic plan.
  • Oversee the implementation and follow-up of the Applicant Tracking System, ensuring it’s efficiency
  • Implement the new monthly HR report and ensure that recommendations, changes and data remain relevant.

CAREER DEVELOPMENT

  • Implement the baseline evaluation and following analysis on the relevant HR indicators over the last 2 years.
  • Support the development and implementation of a new career management system for Mercy Corps DRC and follow-up on its effectiveness.
  • Support the implementation of gender sensitive Emerging Leaders Programs,
  • Develop the capacity of the team in terms of career planning and coaching, deepen understanding of their roles and assist with career development.

Compliance Management

  • Support the team to ensure compliance with donor and Mercy Corps regulations related to Human Resources procedures.
  • Ensure monthly visit to the different MC offices in the country where HR teams are present to implement the controls checklist.

Influence & Representation

  • Communicate effectively to ensure overall department strategic targets and donor obligations are met.

Security

  • Ensure compliance with security procedures and policies as determined by country
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Knowledge and Experience

  • 1-2 years of work experience in the HR field.
  • Bachelor’s degree in a related field
  • Experience working in the DRC legal and cultural context (or similar contexts)
  • Knowledge of career development approaches and expectations
  • Experience in Human Resources data analysis.
  • Ability to multi-task and juggle several tasks and relationships at one time.
  • Excellent communication skills Required
  • Fluency in French required; Swahili and English a plus

Success Factors

The successful Human Resources Officer – Systems and Development will be good at problem solving and have the ability to work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with MC and donor regulations. S/he will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial as well as training and mentoring capacity, while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. S/he will be able to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment and be willing to travel regularly to Mercy Corps field offices and project sites. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions

The position is based in (Goma, DRC) and it requires up to 30% travel to field offices. This is an unaccompanied position and is eligible to R&R.

While conditions in the country are improving, and security is quite stable in Goma, there is mounting insecurity and violence in parts of the country. Mercy Corps’ sub-offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Years of conflict and corruption have badly damaged the country’s infrastructure. Air travel is necessary to get from one end of the country to the other and some field locations. There are virtually no telephone land lines in the DRC, though mobile phones and cellular service are widely available. Internet is limited, but available in all Mercy Corps offices. Travel to field sites will be required where living conditions are clean and secure, but basic. There are a number of health services available with several evacuation options for serious illnesses. There is reasonable access to most consumer goods, although they can be expensive.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
