Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Education Project Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Roles & Responsibilities:

The HR Officer is responsible for the coordination of HR matters in organization.

Generic responsibilities

  • Implement the organization’s HR systems and procedures at area level;
  • Ensure adherence to organization’s policies and the National labor law in all processes and procedures;
  • Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  • Coordinate with relevant partners, suppliers, authorities, lawyers etc.
  • Prepare and submit periodic reports as appropriate;
  • Train and support line managers in HR processes;
  • Advice in personnel conflicts/processes when relevant;
  • Ensure that staff records are up to date and filed appropriately;
  • Ensure timely processing of the monthly payroll;
  • Perform other tasks assigned by supervisor.

Specific Responsibilities

  • Facilitate recruitment of new staff, do reference checks of selected candidates in collaboration with the concerned sector;
  • Prepare Incentive staff payroll for the Area as per the organization’s incentive policy and procedure of the organization
  • Take the lead in coordinating, facilitating and tracking trainings given to the organization’s staff
  • Work together with the Support Coordinator on development and review of policies and procedures; revision of national staff ToEs
  • Maintain and keep track of leave records and balances.
  • Be a focal point person in the recruitment, contracting, induction and placement activities in the Area office in recruitment when needed
  • Advice and support line manager in the recruitment and selection processes
  • Ensure that all new staffs have filled ID forms and make sure every staff has the organisation ID card.

  • Follow up the pension forms to be filled; have one copy for personal files; submit the forms to Pension Office; collect pension ID cards from this office; and give the ID card after getting signed by the respective staff
  • Ensure that staff records are up to date and filed appropriately
  • Prepare incentive and casual staff contracts at Area level
  • In consultation with the Support coordinator, provide technical input and be the focal point in addressing employee relation issues including staff grievances, disciplinary measure, etc.
  • Update tracking sheet for personal files and make sure that all files are updated and have the necessary documents
  • Keep always information of HR department confidential
  • Update CV banking regularly
  • Create CV pool system that can be used for emergency recruitment
  • Support on the day to day routine activities of HR at the Area level
  • Perform any assignment given by immediate supervisor

Job Requirements

Generic Professional competencies

  • BA Degree in Management or related fields with minimum of 3 years of experience
  • Experience from working as a HR Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own manager skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience

  • Understanding of the relevant laws and statutory requirements.
  • Good communication and interpersonal skills
