Program / Department Summary
The Humanitarian Access Team (HAT) supports Mercy Corps programs throughout Libya in four key areas: assessing access, developing operational and programmatic strategies, crafting advocacy messages, and security. The HAT focuses on conflict, both individual incidents and trends, both present and forecasted, and then links this with its respective impact on the local population. The HAT analytical unit monitors social media, communicates with partners, validates data through primary sources, and interfaces with relevant international organizations in order to gather and collate relevant conflict, access, and stakeholder information. The HAT therefore looks not only at violence, but also at those underlying factors that trigger conflict and displacement such as governance and service provision, war economy dynamics, past displacement patterns, local, regional and international politics, social identity and intercommunal relationships, and Libyan modern history. The HAT also serves as a real-time information hub; vets potential partners; assesses programmatic, partner, and operational risk; identifies and maps stakeholders; and maintains a mapped database displaying program locations, and disaggregates this data by donor and risk threshold.
General Position Summary
The HAT Research and Gender Adviser will work alongside the HAT team to identify and manage the production of Thematic report papers relating to the context in Libya. The Adviser will also be responsible for ensuring gender segregated impact of the incidents which take place in Libya and ensure a clear gender specific analytical view of incidents taking place in the country.
Essential Job Responsibilities
- Identify relevant thematic research topics to further inform the humanitarian community’s strategic response to a humanitarian crises;
- Formulate gender analysis with the analysis unit in accordance with monthly incidents;
- Conduct researches with assessing the implication of a particular gender-related situation or a policy on development situation e.g., poverty reduction, equity, inclusion, etc.;
- Hire and oversee the implementation of thematic researches assigned by the HAT;
- Assess programmatic and research gender security risk, collect conflict incidents and provide conflict scenarios for contingency planning;
- Inform advocacy by providing realistic, local, and ground-truthed inputs.

Knowledge and Experience
- Strong experience in research in Libyan Geopolitics, Economic, or Conflict analysis or research. Research related to humanitarian interventions is a plus.
- Bachelor’s Degree or equivalent in International Affairs, Middle Eastern Studies, Political Studies, or Public Administration. Candidates with a relevant master’s are strongly preferred.
- Ability to read and speak Arabic (experience in understanding and working in Libyan dialect is a plus). Excellent spoken and written English is required.
- Experience reporting on and researching gender specific topics in developing or crisis contexts
- Analytical or research experience within an NGO, private consultancy, or think tank;
- Experience analyzing and researching the Libyan conflict
- Primary and secondary research/academic experience in political science, humanitarian operations, economics, or conflict analysis
- Extensive experience living/working/studying in the Middle East and North Africa region is a major plus.
- Data analysis experience a plus
Success Factors
The successful HAT Research and Gender Advisor should be flexible, patient, creative, and persistent. He/She will work both collaboratively with other members of the team as well as independently on self-originated products as required by an ongoing context of the conflict.. S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. Living Conditions / Environmental Conditions
The position is based in (Tunis, Tunisia). This position is an unaccompanied position. Housing will be provided in Tunis according to Mercy Corps Libya housing policy. Accommodation is easily available either through AirBnB or short term rentals based close to the MC office. Transport is not provided by MC Libya, but a number of affordable options exist for travel to/from the office.
Living conditions in Tunis are comfortable. Tunis has excellent medical facilities, as well as dependable access electricity, clean water and internet connection.
The security situation is stable in Tunisia, with a possibility minor rioting in some parts of the country due to economic hardships. Tunis is generally free of any serious threats towards international or national staff, outside of minor incidents of petty theft. Despite the relative security, restrictions exist for travel outside of Tunis. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
