Org. Setting and Reporting

This position is located in Kinshasa, Democratic Republic of the Congo (DRC), in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Humanitarian Affairs/Gender-Protection Officer reports to the Deputy Head of Office.

Responsibilities

Within delegated authority, the Humanitarian Affairs/Gender-Protection Officer will be responsible for the following duties:

  • Monitors, analyzes and reports on humanitarian and protection response and developments, disaster relief/management programmes or emergency situations in the country.
  • Leads and/or participates in large, complex projects, to include disaster and protection assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying gaps and unmet requirements.
  • Assists in the production of appeals for international assistance, particularly in issues concerning gender and protection; ensures the proper use and spending of donor contributions channeled through OCHA.
  • Assists national government counterparts in capacity-building for handling emergency and protection situations; develops country-specific indicators in collaboration with area experts and ensures the subsequent monitoring of these indicators; recommends actions based on the analysis of pertinent information.
  • Initiates and coordinates activities related to technical cooperation and technical assistance projects in disaster and protection response and preparedness; formulates project proposals and relevant project documents; provides technical support to field work; reviews and clears project reports for submission to donors.
  • Analyzes and assists in introducing new technologies and approaches for disaster warning/management.
  • Organizes and prepares studies on humanitarian, emergency relief and gender and protection issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies.
  • Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.
  • Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes notably vis-à-vis protection; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, especially those related to gender considerations.
  • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc.
  • Serves as the primary focal point on gender and protection related or policy issues, including in relation to safeguarding humanitarian principles, humanitarian access, and ensuring the effective delivery of humanitarian assistance; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
  • Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners for humanitarian, protection and emergency related matters. These include meetings and work groups associated with the Humanitarian Country Team, the National Inter-cluster, the Protection Cluster and Sub-clusters, and UN mission led fora as appropriate, e.g. the Protection Working Group and the Senior Management Group on Protection.
  • Participates in planning and preparation of Unit budget and work programme.
  • Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers.
  • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Three years of experience in the area of humanitarian affairs at the international level is required. Experience in the humanitarian context in a field setting where a mission or project is being implemented in emergency situations, complex emergency or natural disaster is required. Experience with or in a protection cluster is required. Experience in mainstreaming gender and protection issues within humanitarian response program is desirable. Experience in managing gender and/or protection projects is desirable. Experience in a humanitarian context within the UN common system or other comparable international organization is desirable. Experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body formed in December 1991 by General Assembly Resolution 46/182. The resolution was designed to strengthen the UN's response to complex emergencies and natural disasters. Earlier UN organizations with similar tasks were the Department of Humanitarian Affairs (DHA), and its predecessor, the Office of the United Nations Disaster Relief Coordinator (UNDRC). In 1998, due to reorganization, DHA merged into OCHA and was designed to be the UN focal point on major disasters. It is a sitting observer of the United Nations Development Group.After merging with the DHA, its mandate was expanded to encompass the coordination of humanitarian response, policy development and humanitarian advocacy. The agency's activities include organization and monitoring of humanitarian funding, as well as information exchange, coordination and rapid-response teams for emergency relief. Since 29 May 2015, OCHA is led by Stephen O'Brien as Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (USG/ERC), appointed for a five-year term.From 2013 to 2016, OCHA organized the World Humanitarian Summit that was held in Istanbul, Turkey, on May 23 and 24, 2016.
