This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Juba, South Sudan.
OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This temporary job opening is being advertised for the position of Humanitarian Affairs Officer in Juba, with OCHA South Sudan. The Humanitarian Affairs Officer reports to the Head of the Humanitarian Financing Unit of the South Sudan Humanitarian Fund.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
• Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.
• Organizes and prepares studies on humanitarian, emergency relief and related issues and organizes follow-up work management response related to audits and evaluations of CBPFs;
• Serves as the primary focal point on monitoring and risk management and compliance of the SSHF, keeps abreast of latest developments, liaises with other humanitarian organizations, etc., ensures appropriate monitoring and reporting mechanisms in line with global country- based pooled fund guidelines;
• Takes lead in fraud and SEA prevention & awareness, including building relations with UN agencies on early detection, information-sharing around red flags/ weak internal controls and suspected fraud cases, fraud and SEA.
• Strengthens the capacity and expertise of HFUs to undertake examination of initial allegations of fraud or compliance concerns and case management.
• Provides technical assistance, in-depth reviews and training on risk management;
• Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondence, etc. related to risk management and compliance in the context of Country-Based Humanitarian Pooled Funds;
• Serves as the primary focal point for partner management on non-compliance or weak management issues and advises the Fund manager non-compliance cases and appropriate actions, as per the operational manual.
• Organizes the capacity assessment process for new organizations interested in becoming eligible partners.
• Reviews and provides advice to Fund Manager on policy issues related to risk and compliance
• Performs other duties as requested by the Head of the Humanitarian Financing Unit.
• Collaborates with OCU, IASC Secretariat, EO on SEA policy and case matters

Competencies

Education

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.
  • Experience in compliance and risk management is desirable.
  • Experience in the UN Common System or in a comparable international organization is desirable.
  • Experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
