This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This temporary job opening is being published for the position of Humanitarian Affairs Officer in Ouagadougou and reports to the Head of Office, OCHA Burkina Faso.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

  • Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned area particularly related to humanitarian access.
  • Organizes and prepares studies on humanitarian, emergency relief and related issues.
  • Produces or oversees production of a specific type or types of information communications products (e.g. Access Snapshot, etc.) to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and
    coordinating design approval, printing procedures and distribution
  • Organizes follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on important issues
  • Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
  • Ensures appropriate monitoring and reporting mechanisms; Manages the Access Monitoring and Reporting Framework database with responsibility for access incident tracking and trend analysis; provides information and advice on a range of related issues.
  • Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
  • Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender- related considerations.
  • Provides substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues.
  • Establishes and maintains contacts with government officials, other UN agencies, nongovernmental organizations, diplomatic missions, media, etc.
  • Supports linkage of CMCoord, Security with access, Provides access negotiation support to OCHA Sub-offices. Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth and provides support to Regional Access Groups and reviews of specific country work mechanisms.
  • Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc.
  • Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters
  • Performs other duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field, is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Required experience:

  • A minimum of five (5) years of operational experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area, of which at least two (2) years must be at the international level.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in complex emergency situations.
  • Previous experience as a security analyst/operations officer.
  • Previous experience in humanitarian access analysis.
  • Excellent drafting skills.
    Desired experience:
  • Previous experience working with national and international military.
  • Experience in West Africa.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body formed in December 1991 by General Assembly Resolution 46/182. The resolution was designed to strengthen the UN's response to complex emergencies and natural disasters. Earlier UN organizations with similar tasks were the Department of Humanitarian Affairs (DHA), and its predecessor, the Office of the United Nations Disaster Relief Coordinator (UNDRC). In 1998, due to reorganization, DHA merged into OCHA and was designed to be the UN focal point on major disasters. It is a sitting observer of the United Nations Development Group.After merging with the DHA, its mandate was expanded to encompass the coordination of humanitarian response, policy development and humanitarian advocacy. The agency's activities include organization and monitoring of humanitarian funding, as well as information exchange, coordination and rapid-response teams for emergency relief.
