PURPOSE OF THE POSITION:
The manager provides strategic leadership in World Vision’s humanitarian work, particularly in responding to crises, Disaster Risk Reduction (DRR), and contributing to key areas of the sector, influencing host governments and donors in key policy areas. The role will also be the key HEA focal person representing the office on regional engagements related to Humanitarian Emergency Affairs (HEA) and Disaster Declaration Group (DDG) issues, and providing Technical guidance to the Senior Leadership Team (SLT). Furthermore, the role will act as the Cash programming focal person within the National Office. He or she will provide leadership for Cash related assessment, program design, Implementation and learning interventions as well as coordination and engagements representing World Vision.
KEY RESPONSIBILITIES:
Response Management:
- Development of the WV South Sudan Response business plans and ensure proper alignment with the national office strategies.
- Develop and implement World Vision South Sudan (WVSS) HEA capacity building plan and ensure National Disaster Management Team (NDMT) committee members are functional and have updated TORs.
- Provide Technical support and oversight to the Disaster Preparedness Planning initiatives and the National Office and at Zonal Level.
- Ensure that at all times WV South Sudan maintains minimum capabilities to respond to community needs.
Lead/Support Acquisition of HEA Resources:
- Contribute to the development of project proposals for the opportunities offered by donors to support humanitarian interventions and DRR.
- Lead key assessments, including rapid and departmental assessment and preparation.
- Operational in DRR, Management of emergency interventions and implementation.
- Lead the establishment and operation of the WV SS national disaster management team (NDMT).
- Active membership in RDMT.
- Prepare and carry out NDM.
Cash Programming Co-ordination and Networking:
- Lead coordination and networking initiatives on CVP for WVSS. This includes engagements with the CashWorkign Group, CaLP, Government State Departments, Consortia, the HPPP, NGOs and other stakeholders in that space.
- Where possible, provide leadership for working groups or task teams.
- Work with GAM, Technical Teams and partners to develop winning proposals that incorporate CVP as modality.
- Establish And maintain good relationship.
Monitoring, Evaluation and Learning:
- Innovate; test or replicate good ideas to scale up multipurpose cash based programming in humanitarian, social safety net or development programming.
- Set up CVP monitoring, accountability and learning systems and address findings and recommendations on a regular basis.
- Design and facilitate market assessments and document lessons for sharing internally and with key partners
- Ensure regular program reports are generated and shared internally, with program staff.
KNOWLEDGE, SKILLS AND ABILITIES:
- Field-based international NGO work experience in Humanitarian Emergency affairs and Cash Assistance program leadership, with a minimum of 5 years total development and emergency experience in food logistics (warehousing, transportation, distributions) in a fragile or challenging and complex contexts with responsibility of overseeing comprehensive food security programs.
- Experience in working Camps, for refugees or internally displaced people will be an added advantage.
- A proven strong cash based programming background.
- Sound knowledge of humanitarian international standards, policies and procedures including the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standard (Humanitarian Charter and Participation Standard), donor requirements and WV Humanitarian Accountability Framework.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.
- Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts.
- Strong English communication skills (both oral and written).
- Positive collaboration and facilitation skills including the ability to train and supervise a multi-cultural team.
- Proven ability to manage complex partnership relationships including effective coordination with host country government.
- Good cross-cultural communication skills.
- Willingness to spend at least 30% of the time in the field visiting projects sometimes under difficult living conditions.
- Bachelor degree in the fields of: Social Science, Economics, Statistics or related field.
- Demonstrated understanding of humanitarian response principles, guidelines and policies.
- Good understanding of the theory and principles of development.
- Good understanding of child protection standards.
- Knowledge of the main current debates on the effectiveness of disaster preparedness and methods.
- A good understanding of Christian principles demonstrated by a personal expression of the faith.
- The response to the development programming is desired.
- Deployment and / or travel in humanitarian emergencies of all kinds.
- Programming in a humanitarian or long-term development context.
- Acquisition of demonstrated resources (grants) for humanitarian interventions.
- Clear history of a solid external management of stakeholders in political and intercultural contexts.
- Demonstrated experience in child-centered and community-based programs.
- Effective in written and verbal communication in English.
Preferred Skills, Knowledge and Experience:
- Minimum Bachelor’s degree in social sciences, management, business administration, international development or a related field including grant management.
- Extensive exposure to Humanitarian Emergency affairs and or Cash programming co-ordination (minimum 3 years).
- Knowledge of the Sphere standards, Code of Conduct for Red Cross/ Red crescent, Humanitarian Accountability Partnerships (HAP) and other international humanitarian standards.
- Experience in working in fragile, and difficult contexts with very limited amenities will be an added advantage.
- Training in CALP certified cash based programming courses will be an added advantage.

Work environment: Field based position in Yambio, Western Equatoria.
