NRC is looking for a Humanitarian Mediation Manager for our operation in Central African Republic (CAR). The Humanitarian Mediation Manager, develop Humanitarian Mediation strategy and work plans for NRC CAR, Coordinate and manage the Humanitarian Mediation Initiative implementation and other Mediation related projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements
NRC initiated country operations in CAR in 2014, in order to respond to the critical and increasing needs in the country. The program portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Food Security, WASH, Shelter and Education, as well as Protection and Community Based Planning program.
NRC is currently operating in four field offices; Carnot and Berberati in the South West, Sibut and Dekoa in the Centre West, Ndele in the north as well as the capital office in Bangui. NRC intends to open a sub-office in Kaga Bandoro in the Centre north.
The Humanitarian Mediation Manager reports to the Head of Program
Job description
- Supervises the conduct of conflict sensitive analysis linked with Humanitarian Mediation in NRC’s areas of interventions in CAR;
- Serves as focal point for technical aspects of Community-Based Protection Analysis;
- Supervises the overall implementation of Humanitarian Mediation activities in NRC’s areas of intervention in CAR and ensure respect of ethics and principles of neutral and impartial mediation and facilitation;
- Directly facilitates mediation and dialogue when needed and relevant;
- Identify and provide relevant training to Humanitarian Mediation team on conflict sensitive and community-based protection analysis and monitoring, Humanitarian Mediation planning process and Humanitarian Mediation engagement;
- Budget responsibility for Humanitarian Mediation projects;
- Prepare applications, budgets and reports to relevant donors in accordance with deadlines and guidelines given by HoP and the applicable donor;
- Together with the Area Managers ensure the alignment of Humanitarian Mediation/activities among the different field teams and if necessary support the development of common guidelines and SOPs;
- Implement and pilot the Humanitarian Mediation Monitoring and Evaluation (M&E) mechanism in collaboration with the M&E unit;
- Responsible for capturing lessons learnt and documenting the Humanitarian Mediation pilot process;
- Ensures coordination with CCs, Conflict Sensitive Analysis Coordinator, Access Coordinator and AMs with regards to Humanitarian Mediation scope of implementation.
Qualifications
- Minimum 3 years of experience from a senior level analyst position in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Technical skills and expertise in mediation and protection (including protection mainstreaming)
- Proven field experience in mediation and protection
- Technical expertise and field experience in conflict sensitive- and protection analysis and monitoring
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Knowledge of the context in CAR

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Grade: The Humanitarian Mediation Manager is placed in grade 8 in NRC’s grade structure.
- Duty station: Bangui, with frequent travels. Bangui is a non-family posting. Travel outside Bangui is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
