Humanitarian Program Manager for our country office in Maputo, Mozambique (with travel to projects in country)

Starting date as soon as possible with a Contract Length of 1 year (renewable)

Reporting to the Country Director

Job Purpose

To lead the emergency preparedness, resilience building and response for Oxfam programs in Mozambique. In case of a Cat 1 or 2 response the GHT will be leading the response and will decided in collaboration with the CD if further humanitarian management capacity is needed.

Key responsibilities and Accountabilities

1)Strategic development and management of the Humanitarian and Resilience component – 15%

• Provides thought leadership on the Humanitarian preparedness and response thematic area, staying up to date with the latest thinking, undertake or organize hazard, vulnerability, capacity as well as emergency needs assessments and resilience research;

• Ensures planning and delivery of an impactful partner led humanitarian program that contributes to the principle of one program in Mozambique, seeking synergies with the other themes (Resilient livelihoods; Governance & accountability) and addressing women’s and other vulnerable person’s rights;

• Works with DRR/CCA and other humanitarian related coalitions and networks to influence national, regional and international Actors’ policies and practices on resilience, climate change and humanitarian work;

• Gathers evidence to feed into the Oxfam regional and global ‘saving lives work, Rights in Crisis (RiC) Campaign including influencing regional actors to secure peace and security in the region.

2)Partner Capacity building and relationship management – 25%

• Develops and ensure implementation of initiatives to build humanitarian preparedness and response delivery capacities of identified partner agencies and communities in disaster prone areas in the country;

• Coordinates with and maintain effective relationships with national and local government structures responsible for disaster management (ingc – instituto nacional de gestão de calamidades, cvm – cruz vermelha de moçambique and un);

• Influences government at local and national level to include csos within the early warning, rapid response and resilience capacity national strategies;

• Works closely with national partners to maintain up-to-date analysis of the national and regional humanitarian context in order to inform responses;

• Ensures sound internal and external co-ordination during preparedness and response by building strong networks, representation on relevant humanitarian working groups, clusters and humanitarian mechanisms;

• Co-ordinates the appraisal and monitoring of oxfam’s and partners’ response capacity;

• Co-ordinates capacity building activities for all parties involved in order to achieve the objectives set in the preparedness strategy.

3)Program management and resource mobilisation – 40%

• Accomplishes the program/project within budget, conform project plan and donor contract, in a cost effective and efficient way;

• Effectively manages allocated budgets and assigned projects;

• Pro-actively mitigates risks in the program/project in order to be compliant within donor guidelines;

• Organizes the staffing and financial resourcing of the program/project in both a quantitative and qualitative way;

• Develops new project (proposals) and in cooperation with Country Director, Head of Program and Funding Coordinator define donor approach in order to acquire and secure new funding;

• Coordinates reporting to external donors by supporting project staff to establish timelines to meet deadlines, divide tasks appropriately between finance and program functions, communicate effectively, comply with contractual requirements and ensure adequate time for country and head office sign-off;

• Ensures that all proposals and reports are accurate, complete, internally consistent, technically sound, meet donor requirements and are of a high standard;

• Ensures that all program/project related information and data are captured in SAP timely;

• Ensures that gender is mainstreamed, developed and protected in the program in cooperation with the gender officer;

• Works closely with the Comms officer, provides regular information, briefings and publicity on the program activities;

• Works closely with the Program Manager or Head of Programs, to ensure that an effective, transparent and robust MEAL system and process is in place to ensure that the program delivers on the OCS;

• Ensures quality of MEAL framework, documentation and reporting to donors & head office. Ensuring implementation and monitoring of project cycle following the EA procedures and systems requirements (SAP);

• Coordinates the response of all CAT3 emergency response (slow and rapid onset emergencies);

• Works closely with the Communications Officer to prepare regular SITREPS, provides update information, briefings and publicity on humanitarian work.

• In major unforeseen emergencies and in a consultation with the Country Director and the Global Humanitarian Team coordinates the process of assessment, program design and resourcing, preparation of concept papers in order to act to the response;

• Develops concept notes and project proposals in response to relevant funding call and humanitarian crisis situation;

• Leads the development, implementation and review of security management and contingency plans in line with Confederation (GHT) standards, policies and procedures.

4)People management and team leadership – 20%

• Manages the response team (cat3) and resilience program staff team to deliver on the OCS, providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures;

• Manages with support of HR, the life cycle of individuals within the team from pre-recruitment to exit, including performance management and/or capacity development processes, and working with HR on issues such as disciplinary matters;

• Manages performance staff, consultants and researchers as required, in accordance with Oxfam HR policy and procedures;

• Promotes, support and guides the team in transforming new ideas in to project proposal in cooperation with Funding Officer.

Technical Skills, Experience & Knowledge

Skills

• Ability to analyse a broad range of contextual information and synthesize quickly to develop response actions;

• Ability to engage and influence organisational direction, contributing to and following it as appropriate and the ongoing development of program policy and quality to enhance the impact of Oxfam’s work;

• Proven analytical and conceptual thinking, some research, project management knowledge and skills and experience using appropriate participatory tools and methodologies for needs assessment, programme development, implementation, monitoring and evaluation;

• Ability to cope with extreme pressure and often endure insecure and hostile working environments;

Knowledge & Experience

• Academic degree in a relevant area for this position

• Fluent in both English and Portuguese (verbal and written);

• At least five years of experience in managing complex programs;

• Excellent financial management skills, with experience of project budgeting and controlling financial risks;

• Comprehensive knowledge and experience of implementing humanitarian and resilience programs in the field of WASH, EFSVL and Protection, building on mature understanding of relevant issues derived from field practice;

• Proven emergency and resilience program management lead experience of over 5 years at a strategic level in a complex environment;

• Emergency program management knowledge with ability to ensure consistent quality against international and Oxfam humanitarian standards;

• Knowledge on Early Warning Systems (EWS) based on sound local and global contextual analysis and international benchmarks;

• Understanding of Mozambican Political Context and the Government Policies on Disaster.

• Preparedness and Response as well as DRR and Climate Change Adaptation strategies.

Additionally,
• Good knowledge of the functionality of relevant disaster management structures including UN Clusters System, CTGC – Conselho Técnico de Gestão de Calamidades, District Disaster Management Committees and other key Institutions;

• Commitment to and knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to influence humanitarian actions;

• Sufficient exposure to the development and implementation of early warning systems (EWS) and coordination with relevant Government structures on disaster management.
