CBM is an International Christian Development Organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to CBM, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements.

Humanitarian Response Programme Specialist

Location: Abuja, Nigeria; with travels to project location
Contract type: Full-time, Permanent
Contract duration: 2 year
Contract start: As soon as possible

Objective

  • Provide results-based strategic guidance, leadership, management and capacity building to the Humanitarian Response team
  • Develop, manage, and coordinate CBM’s response strategy in an emergency situation/appeal in Nigeria
  • Liaise with BMZ and other donors (DFID, USAID, etc.) on advocacy and policy work and representing CBM at external meetings and to the media

Job Responsibilities

  • Responsible for leading a team in delivering CBM’s humanitarian interventions in Nigeria
  • Manage emergency programmes and ensure high quality implementation while building and maintaining sound relationships with key stakeholders
  • Oversee work with partner organisations to ensure that emergency response is coordinated effectively in line with country strategy and humanitarian policies
  • Contribute to driving the strategy for CBM Nigeria country programme
  • Facilitate joint meetings and activities among partners
  • Break down of complex activities into tasks
  • Documentation of lessons learnt and good practices on humanitarian interventions

Other Duties:

  • Other relevant duties as assigned.

Performance Criteria

  • Effective emergency projects and programmes delivered with high impact, in line with agreed aims and with funds used for designated purposes.
  • Emergency programmes supervised and managed successfully in compliance with minimum humanitarian standards and in line with financial policies and procedures.
  • Positive relationships maintained and developed with donors, BMZ sister agencies and partners through effective communication.
  • Strong linkages maintained between CBM partners work and advocacy, communications and fundraising activities in Germany and elsewhere in line with CBMs Federation Strategy.
  • Emergency and disaster programmes managed and planned and handed over to country programme staff at the appropriate time.
  • Strategic engagement with the sector in the North East, government and other stakeholders and ensuring that CBM is visible and contributes to strategic decisions in the sector as may be required

Mandatory Requirements

  • Degree or equivalent in relevant technical discipline;
  • Relevant post-graduate degree in Development or Humanitarian discipline is an added advantage;
  • Minimum of seven (7) years specific professional experience working with an INGO, specifically in humanitarian emergencies; particularly with transition programming, and/or programs that have both national and community-level engagement.
  • Minimum of (3) years specific experience working in the area of humanitarian emergencies.
  • Knowledge and experience of emergency relief, rehabilitation and recovery programme issues;
  • Knowledge of global development issues, including policy and advocacy topics and familiarity with emergency problems relevant to the country or region;
  • Knowledge of the political, social and economic context of the region and the development issues and challenges it faces;
  • Knowledge of capacity building tools and techniques;
  • Knowledge of Sphere and Red Cross Code of Conduct, awareness of HAP;
  • Professional experience living and working in a disaster-affected country;
  • Experience of strategic planning and management of large and complex budgets;
  • Relevant experience of emergency project/programme management working with and through local partners;
  • Experience on public speaking and/or working with the media;
  • Experience in distance management of staff;
  • Knowledge of the role of churches anti ecumenical organizations in relief and development;
  • Experience of advocacy on humanitarian issues

CBM (previously Christian Blind Mission) is an international Christian development organisation, committed to improving the quality of life of people with disabilities in the poorest communities of the world. It is considered one of the world's oldest and largest organisations working in this field.[citation needed] CBM was founded in 1908 by the German pastor Ernst Jakob Christoffel, who built homes for blind children, orphans, physically disabled, and deaf persons in Turkey and Iran. Initially CBM's efforts were focused on preventing and curing blindness but now cover other causes of disability.

CBM targets the people affected by disability by supporting local partner organisations to run programmes in the fields of healthcare, rehabilitation (community-based rehabilitation - CBR), education and livelihood opportunities. CBM also advocates for disability inclusion following UN guidelines in international policy-making bodies, and campaigns and raises funds through its member associations. CBM has an emergency response team to respond to conflicts and natural disasters.

CBM reached more than 31 million people in 2012. It supports more than 700 partner-projects in 70 countries and works with various partner organisations, including disabled people's organisations, mission agencies, local churches, self-help groups and relief agencies. It has (as of 2012) 11 member associations in Europe, North America and Oceania.
