NRC started activities in Cameroon in April 2017 to assist people displaced by the armed group Boko Haram. We currently provide emergency assistance to displaced people in the three most affected divisions in Cameroon’s Far North region: Mayo Sava, Mayo Tsanaga, and Logone & Chari.

The purpose of the ICLA Programme Development Manager position is to mentor and build capacity of staff in the ICLA team as well as manage the programme portfolio in Cameroon.

The ICLA Programme Development Manager (PDM) reports to the Area Manager.

Job description

  • Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs
  • Compliance and adherence to NRC policies, ICLA tools, handbooks and guidelines
  • Responsible for development and managing funding proposal, project budgets and donor reports
  • Overall management of project staff and responsible for staff recruitment
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums and working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical ICLA expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in Cameroon or Central/West Africa
  • Knowledge of the legal infrastructure in Cameroon
  • Experience with Start-up is an advantage

We offer

  • Commencement: As soon as possible
  • Duration: 18 months
  • Salary/benefits: According to NRC’s grade structure
  • Grade: 9
  • Duty station: Maroua with 40% regular travels to Kousseri, Bertoua and Yaounde
  • Approved health certificate will be requested before contract start.
