POSITION SUMMARY

The ICT/Data Manager is responsible for in-country management, storage, and security of data, as well as other technical aspects of the Zimbabwe population-based survey, which is conducted on tablets. He/she works to ensure delivery of clean, high-quality survey data and troubleshoot possible ICT challenges during data collection.

This is a grant funded, 6 months contract which may or may not be renewed depending on need.

MAJOR ACCOUNTABILITIES

  • Attend in-country meetings on data management and security and facilitate consensus on data architecture plan
  • Troubleshoot platform-level technology issues that may arise with tablets
  • Help identify and resolve potential connection issues with mobile operators using mobile data devices
  • Help identify and resolve potential connection issues within the survey team (e.g., from tablets to a group router, from lab equipment to servers, etc.).
  • Install application updates under guidance of PHIA Data Architects.
  • Conduct daily data quality control checks under ZIMPHIA Project Director guidance
  • Provide remote technical assistance by phone or through remote access of tablets used during survey.
  • Provide in-person technical support on ad-hoc basis for field teams
  • Coordinate replacement of damaged or lost equipment.
  • Report and send damaged equipment for repair.
  • Control and maintain an active inventory of tablets and other ICT equipment

EXPERIENCE, SKILLS, AND MINIMUM REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Computer Science, Information Technology, Informatics, Engineering, or related field. Minimum of two (2) years of related experience managing and working directly with health informatics applications and databases from large research studies
  • Demonstrated experience conducting data quality checks and producing data collection monitoring reports. Basic understanding of cloud-based data storage service offerings. Basic understanding of TCP/IP protocol suite
  • Experience in the use of CSPro in conducting health surveys is an added advantage

PREFERRED EXPERIENCE AND OTHER SKILLS

  • Demonstrated and successful experience managing large, population-based survey data
  • Demonstrated experience in resolving IT issues
  • Demonstrated experience in working with mobile telecommunications technologies (GSM, 3G/4G, etc.), mainly in disconnected mode
  • Strong writing and verbal communication skills.
  • Experience working with issues relating to HIV/AIDS

TRAVEL REQUIREMENTS

Periodic domestic travel throughout Zimbabwe to support the planning and implementation of the PHIA Project

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
