Médecins Sans Frontières (MSF) is an independent international medical humanitarian organization providing assistance to people affected by armed conflicts, epidemics, natural or non-natural disasters or persons excluded from access to health care. The organization has health projects in more than 68 countries. MSF France has had a significance presence in Kenya since 1996. In Homa Bay, MSF France partners with the County Health Government to improve the continuum of care for HIV, Chronic Diseases and Covid 19. Currently, MSF France manages 90 beds in the adult internal medicine and TB wards in the Homa Bay County Teaching Referral Hospital to improve management of adults’ patients hospitalized and is developing and strengthening a simplified and decentralized model of chronic disease care at Primary Health Centre while supporting Differentiated Models of Care. In 2023, MSF France will implement a palliative care package that includes integrated community-based home care. Mental health and psycho-social support as well as community and patient engagement are essential components of our patient centered approach to care. MSF France in Homa Bay is looking to fill the position of ICT Supervisor. The successful candidates will be reporting to the Logistics Manager Objective of the Position: Executing the maintenance, follow-up and monitoring of all IT and Telecom equipment, tools and services, as well as ensuring onsite technical support and training of users under his/her responsibility in accordance with MSF standards, policies, protocols and procedures, in order to guarantee the efficient use of all IT and Telecom services and infrastructure. Tasks & Responsibilities: • Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission in accordance with MSF standards, policies, protocols and procedures • Supervising, implementing and improving data security protocols (data saving, firewall, User access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency • Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. • Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with the Information Systems (IS)specialist and/or HQ technical referent for 2nd line support as well as with external providers, to ensure any incidents that cannot be solved at his/her level are appropriately escalated. • Providing educational support (briefing, training and support, etc.) to all users • Providing regular activity reports for the sites under this responsibility in accordance with MSF guidelines • Participating in the establishment of the annual budget of the IT and Telecom families • Updating and archiving all user and ICT (Information and Communications Technology) related documents due to changes in the IT and Telecom process • Performing any other task, specifically to this area of specialty, as defined in the job description and according to the line manager Qualifications & Requirements: Education • Diploma /Degree in IT or any relevant qualification Experience • Mandatory:1-2 years of proven experience in IT or technical functions • Expertise the latest version of Microsoft Operating System and business applications (Office 365) • Understanding in Server Management • MSF experience is an added value • Understanding of radio telecommunication concepts. • Teaching and supporting skills Language • Fluent in English, Kiswahili Competencies • Results and Quality Orientation • Teamwork and Cooperation • Behavioral Flexibility • Commitment to MSF Participles • Stress Management

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
